[SUMMARY: ] Under the direct supervision of the NFJP Site Supervisor and/or Farmworker Programs Manager will provide comprehensive case management services, includes assessments, career counseling/ development and Job development and placement to eligible qualified adult and youth Migrant and seasonal Farmworker under the WIOA (Workforce Innovation and Opportunity Act) Title 1-Section 167, NFJP (National Farmworkers Jobs Program). Other duties include outreach and recruitment, eligibility determination, application processing and offering Job training program and financial assistance for classroom training. Activities generated will be record in the database system and/or hard file that records that is consistent with the common measures and ensure performance outcomes are achieved. [JOB DUTIES: ]
1. Develop and perform outreach and recruitment activities to support the NFJP program as part of the grant plans, program goals and objectives and maintain outreach and recruitment logs that captures contacts information such as employer’s camps, training providers, colleges, employers, American Job Centers, One Stop Career Centers and other potential partners and employers. 2. Schedule and conduct participant application/interview to determine eligibility for NFJP program and provide emergency assistance to MSFW state-wide and assistance may include food, gas, shelter/lodging and transportation as deemed an emergency. 3. Answer phones, schedule appointments, and provide program information to migrant and seasonal farmworkers as part of a comprehensive approach in addressing crisis services and provide backup emergency assistance and case management when needed 4. Conduct a variety of assessments to identify barriers and needs, advise on available community training resources, assist in determining realistic training goals in alignment with local labor market information and employment trends and create an IEDP (Initial Employment Development Plan) that includes goal development and timelines for acquiring skills through education or training and specific actions steps leading to self-sufficiency. 5. Conducts job-readiness assessments and/or coordinate/perform workshops, provide employment trends that identify job sectors in high demand and high growth areas within the community. 6. Work with schools, employers, and training providers to ensure that participants are making progress and attending regularly. 7. Document, in a timely manner, all contacts via UMOS NFJP Database System and maintain participant case files, to include documentation of services provided, outcomes, educational scores/assessments, certificates, measurable skills gained, OJT and Work Experience contracts, timesheets, case notes, and electronic signatures on all required case documents and ensure compliance with PII (personal identifiable information). 8. Works with program staff and supervisor with Analysis and interpretation of state and federal legislation that impacts policy and/or procedures and recommends program policy and procedural updates/changes. 9. Plan, schedule and conduct employer contacts to promote partnership for full employment and employer incentives. 10. Collect, revise and maintain a Community Resource Directory of agencies offering a variety of services to Farmworkers and coordinate with these agencies available to participants, including availability of accessing education/training opportunities, job placement and retention services. 11. Assist in developing statewide service provider community networks including workforce centers that will support migrant and seasonal farmworker families and conducts presentations and collaboration meeting statewide with community stakeholders. 12. Network with local WIOA partners to keep abreast of local job openings and refer Adults, Youth, Veterans, Dislocated Workers, who may meet One Stop eligibility requirements for available funding to One Stop services and programs for co-enrollment activities. 13. Develop and maintain contact with employers and other employer organization agencies to create a network that will potentially hire program participants and allow for negotiations of On-the- Job-Training (OJT) Contracts. 14. Develop Work Experience (WEX), if appropriate and design contracts for such activities with the participant and the employer, identifying skills and training needs to be provided. 15. Initiate additional selection and referral procedures as necessary to meet employer’s needs such as tie-in advertising, on site interviews or other special recruitment’s efforts. 16. Attend meetings, seminars, workshops and perform other duties as assigned.
[QUALIFICATIONS: ] 1. AA Degree in social science, human services or related field. Bachelor’s degree preferred. 2. 1-year experience in case management or 6 months equivalent experience may be substituted with 2 years of education. 3. Travel and work irregular/flexible hours including on call evening hours. 4. Able to communicate in both English/Spanish. PREFERRED 5. Basic computer skills; good oral and written communications skills. 6. Excellent communication (both written and verbal) and organization skills 7. Must have a car, valid driver’s license and adequate auto insurance.
