The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 in 1996 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund (UNTF) is a global multi-lateral grant making mechanism supporting national efforts to prevent and end violence against women and girls, one of the most widespread human rights violations in the world. The UN Trust Fund provides technical assistance and funding to advance the development of innovative models and strategic interventions in ending violence against women and girls. To date, the UN Trust Fund has awarded US 215 million to 646 initiatives in 140 countries and territories.
Reporting to the Capacity Development and Grants Operations Manager the Operations Consultant will provide management support in the areas of human resources, procurement and during the call for proposals process ensuring high quality and accuracy of work.
Duties and Responsibilities
Provide operational and technical support in Grant-selection (global level):
Contribute to the design and implementation of quality assurance strategies/processes to ensure that NGO capacity assessments and assurance activities are undertaken in accordance with corporate terms of reference and guidance and that appropriate follow-up action and escalation steps are taken as needed.
Provide technical and administrative support in the implementation of NGO Capacity Assessment in line with the Cash Advance policy and procedure and other relevant organizational policies, procedures, and guidelines. This includes coordinating the preparation of the NGO capacity assessments and assurance plan, facilitating its execution, and coordinating with Country Offices as appropriate.
Collect the documentation from the applicants and conduct initial verification.
Coordinate the review of the NGO assessments by UN Women RO/COs; provide advice and support to UN Women RO/COs with the NGO assessment exercise for pre-selected for grant applicants.
Coordinate and conduct the NGOA assessments undertaken by the UNTF.
Serve as the custodian of all implementing partnership documentation such as assessment, PCAs and programme documents, ensuring that they are properly archived.
Contribute to the analysis of the results of the NGO capacity assessments.
Participate in Unit ERM exercises to ensure that risks for implementing partnership management are identified and mitigation measures put in place.
Provide inputs to the UN Trust Fund Grant-making programme:
Support the hiring process of Technical Review Group Experts.
Support the coordination of the Fund’s Technical Review Groups (technical experts in ending violence against women), including the reviewer nomination process, training and supporting their use of the online database system.
Provide inputs to work-plans, periodic narrative progress reports and expenditures status reports.
Record and maintain documents on relevant Programme activities, issues, and risks.
Support the coordination of the Fund´s human resources and procurement tasks and other operational tasks:
Manage the procurement of goods and services following established corporate procedures.
Provide professional recommendations to the preparation of procurement plans.
Act as HR focal point.
Support the hiring and onboarding processes of UN Trust Fund staff and consultants including preparation of contracts and renewals, in liaison with Human Resources, Facilities and ICT.
Support the selection, and recruitment of approximately 60 external consultants with various language skills and regional expertise with a specific focus on ending violence against women annually, for the Call for Proposals.
Process payments for the TRG expert consultants.
Provide inputs to the finalization of Partner Agreement documents in compliance with UN Women rules and regulations: conduct quality assurance of the Partner Agreement documentation as needed; support the Partner Project Documents preparation, approval, and signatures.
Coordinate travel arrangements for the team, including travel requisitions and claims.
Support the organization of major events, trainings and workshops.
Perform other tasks as required.

Required Skills and Experience
Required Qualifications, Experience and skills:
Master’s degree or equivalent in political science, social science, economics, business administration, accounting, finance, programme administration or another relevant field.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
At least 1 year of progressively responsible experience in international/regional organizations and project/programme management.
International development work preferably focused on, or strongly involving gender equality at national, regional and international levels.
Prior experience in the UN System is an asset.
Prior experience working with grantees and/or partner agreements is an asset.
Language:
Fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
