As a Human Resources Manager, you will perform a wide variety of human resource duties on a professional level, partnering with the corporate Human Resources and management teams, the South Dakota office team, and other departments across the Agency, to support HR processes and office-specific strategies. This position carriers out responsibilities in the following functional areas: processing employee changes and data entry, benefit administration, onboarding and offboarding, policy implementation, manage renewables and education for assigned staff, employment law compliance, employee relations issues, medical leave communications, etc. This role is responsible for leading human resource activities within the office, including training, and updating team members on company policies, procedures, and monitoring and evaluating human resource systems.
What you’ll be doing
Serve as a liaison between employees and management to answer questions or concerns regarding company policies, procedures, practices, systems, regulations, etc.
Manage the routine functions and administration of employee changes in the HRIS and coordinate as needed with managers, the corporate human resources department, and the payroll department
Manage the leave of absence process and coordinate pay and benefits continuation with the payroll team. Maintain communication with the employees and managers throughout the leave process.
Maintain employee personnel files and conduct personnel file audits to ensure compliance with agency policies, best practices, and employment laws.
Collaborate with the corporate Human Resources and management teams to understand the Agency’s goals and strategy related to staffing, recruiting, and retention. Support leadership and managers by providing human resources advice, counsel, and decisions.
Oversee office compliance with policies, processes, trainings, initiatives, etc. to support the Agency’s human resources compliance and strategy needs.
In collaboration with the corporate human resources department, responsible for the administration of human resources programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; complaints and investigations; performance and talent management; productivity, recognition, and employee engagement; occupational health and safety; and training and development.
Partner with talent acquisition team, corporate Human Resources and management teams, and managers to identify staffing and recruiting needs; develops and executes best practices for hiring and talent management.
Responsible for the recruitment and hiring of all office positions.
Partner with leadership and other departments to assess and develop training, leadership, and development needs of staff. Participates in the execution of training, leadership, and development programs.
Monitor and ensure the Agency’s compliance with accrediting agencies, Medicare/Medicaid, federal, state, and local employment laws and regulations, and recommends best practices; reviews and modifies policies and practices to maintain compliance.
Ensure data accuracy and integrity of the HRIS and learning management system for the office.
Manage direct report(s) by recruiting, selecting, orienting, and training employees; holding departmental meetings; conducting one-on-one meetings; and providing mentorship and guidance. Serves as a backup for direct report(s) as needed.
Administer and ensure compliance with the workers compensation program and safety incentive programs, including reviewing and assessing temporary restrictions and accommodations and ensuring timely payouts and tracking of bonuses.
Manage the performance evaluation and renewable process for office staff.
Manage the onboarding, orientation, and offboarding process for all staff.
Maintain compliance with OSHA record keeping and other federal record keeping including but not limited to ACA, EEO-1 reporting, immigration control compliance, labor law posters, etc.
Manage the unemployment insurance process, including responding timely to and tracking of claims.
Promote HR process and standardization and process improvement while serving as a key partner to the corporate human resources department.
Maintain responsibility of agency compliance with federal, state, and accreditation rules, regulations, and legislations pertaining to all labor matters.
GENERAL FUNCTIONS:
Participate in team meetings, Agency committees, goal initiatives, and other meetings or projects as directed.
Serve as Chair or Co-Chair of Agency committees as assigned.
Serve as a back-up to corporate human resources and talent acquisitions teams and Office Manager as needed.
Perform other duties and projects as requested.
What’s required?
5+ of experience in progressively responsible human resources roles.
3+ of experience in employee relations.
Supervisory experience is preferred.
Bachelor’s degree required; Human Resources major/emphasis preferred.
Healthcare experience highly preferred.
HRIS experience (ADP Workforce Now) is a plus.

Advanced computer skills required, including MS Office products.
Knowledge of federal and state employment laws.
Ability to lift, carry, push, or pull up to approximately 20 pounds on daily basis and up to 50 pounds on occasion.
Ability to travel, including overnights, within South Dakota and Iowa.
CPR certification required but may be obtained within 30-days of hire.
Valid driver’s license, with a good driving history.
Proof of auto liability insurance coverage.

Travel details:
Company car provided for travel.
Company credit card for travel and marketing use.
Travel arrangements booked through the Corporate Office Manager.
Per diem rate for food and beverage for overnight or extended day travel.
Judgment and Initiative:
Must work well as a team player, as well as work successfully independently. Must demonstrate a high degree of judgement in the application of staffing requirements and agency policies. Must exercise good initiative in the assignment of candidates. High degree of confidentiality is required.
