DEPARTMENT OVERVIEW
The Smarter Balanced Assessment Consortium (SBAC) is a public agency supported by 15 members (13 states, one territory and the Bureau of Indian Education). Through the work of thousands of educators, Smarter Balanced created an online assessment system aligned to the Common Core State Standards (CCSS), as well as tools for educators to improve teaching and learning. Smarter Balanced is housed at the University of California Santa Cruz (UCSC) Silicon Valley Extension.

JOB SUMMARY
Uses professional HR concepts as a seasoned, experienced professional to apply organization policies and procedures to resolve the full range of HR-related issues. Works on problems that are diverse and complex in scope, where analysis of situations require a review of a variety of factors. Works independently to provide day to day guidance to managers and staff in various aspects of HR. Serves as liason with campus Human Resources departments to help implement actions and resolve complex HR issues. Works to help implement systems, develop policy and best practicies for the organization. Serves as first point of contact for all HR related questions and concerns for management and staff. Creates and maintains HR related information and documentation.

Salary Information: Salary Range: $66,300 – $91,713 / Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES
40% – HR Policy and Procedure
Advises managers and supervisors, and employees in developing job descriptions, resolving benefits issues, and providing guidance on recruitment process, budgeting and salary approvals, personnel policies and procedures.
Attends campus HR meetings and serves as a liaison with Staff Human Resources for all aspects of HR related actions including recruitments, hiring, professional development. Prepares and submits documenation into Staff HR systems for recruitment, hiring and compensation. Conducts termination interviews, providing feedback to management and provides recommendations on organizational improvements.
Counsels department managers and supervisors on HR policies, procedures, and appropriate practices and keeps abreast of current (and/or all) HR related practices, etc.
Onboards new staff and helps to develop, implement and improve all onboarding process and procedures. Works with management to ensure that onboarding is consistent and makes recommendations as needed.
40% – HR Support & Analysis
Provides support to departments and helps implement systems in administering policies and programs in the areas of employment, labor relations, wage and salary administration, training, and other areas of HR in support of HR Training Strategy and Training Advisor.
Serves as a contact regarding UC policy, regarding HR policies and decisions and provides information regarding, compensation, and benefits. Research, analyze, gather and submit documentation as needed for various HR Projects and HR Actions including but not limited to equity reviews, reclassifications, job description updates, salary setting, etc.
20% – Contract, Temporary and Student Hires
Coordinates student and contract hiring process. Maintains records for equal employment opportunity and affirmative action reporting requirements. Maintains documentation, records and information related to all aspects of Human Resources.
REQUIRED QUALIFICATIONS
Bachelor’s degree in related area and / or equivalent experience / training.
Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
Thorough knowledge of organizational policies and procedures, knowledge of functional area and understands how work may affect other areas.
Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.
Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.
Skilled in communicating clearly and effectively verbally and in writing.
Demonstrated ability to handle very difficult or volatile situations / individuals effectively.
Demonstrated analytical, active listening, and critical thinking skills.
PREFERRED QUALIFICATIONS
Experience ensuring that organizational practices, services, and behaviors support and promote diversity among staff.
SPECIAL CONDITIONS OF EMPLOYMENT
Selected candidate will be required to pass a pre-employment criminal history background check.
Ability to work remotely from a home office and be able to fulfill requirements of the UCSC telecommuting agreement.
Ability to work long periods of time at a computer with or without accommodation.
Ability to work occasional nights, weekends and / or holidays.
Ability to travel to support in-person training events (approximately 2-6 team events per year).
