Qualifications With Education
You qualify for the GS-09 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as:
OR
Education: have a master’s degree (or equivalent graduate degree such as a L.L.B./J.D.)
or two (2) academic years of progressively higher-level graduate education leading to
such a degree. OR
Combination of Education and Experience: have a combination of successfully completed graduate level education and experience. Graduate level education in excess of the amount required for the next lower grade level, which is 1 year, may be used to qualify at the GS-09. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
You qualify for the GS-11 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as:

Education: have a Ph.D. or equivalent doctoral degree or three (3) academic years of progressively higher-level graduate education leading to such a degree;
OR
Combination of Education and Experience: Combination of Education and Experience: A combination of successfully completed graduate level education and experience. Graduate level education in excess of the amount required for the next lower grade level, which is 2 years, may be used to qualify at the GS-11. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
Qualifications Without Education
You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as:

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
GS-07 Occupational series under Administrative and Management Positions Group Standards: A bachelor’s degree with Superior Academic Achievement or 1 academic year of graduate education. To qualify under Superior Academic Achievement, you must have completed the requirements for a bachelor’s degree with a grade point average of 3.0 or higher on a 4.0 scale, class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society.
GS-09: A master’s (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher-level graduate education leading to such a degree.
GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.
