Duties
Coordinates work of contract project managers, engineers, technicians and logisticians in the performance of REACH program activities and deployments.
Develops Memoranda of Understanding and Memoranda of Agreement to formalize and expedite process for build-out of REACH systems and enhancement of the program’s ability for expeditious responses to crises in foreign nations.
Maintains standby systems, ensures systems meet DOS equipment and configuration specifications.
Deploys with Very Small Aperture Unit (VSAT) and its equipment, assembles and configures associated systems, provides Help Desk support as necessary and interacts between providers and customers.
Evaluates computers, networks and encryption equipment with respect to their functionality in demanding foreign environments.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards
Customer Service – experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving – identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide several potential solutions
AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing portable communications systems to be used in crisis deployments.
Experience maintaining IT equipment for crisis deployments.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-13 position.
