Key Requirements
To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Basic Requirements: Applicants MUST:(1) be a graduate of an accredited law school with an LL.B. or J.D.; from a law school accredited by the American Bar Association (ABA) ABA Approved Law Schools ; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and(3) meet all specialized experience requirements as described in the vacancy announcement.

Guidance on Addressing the ECQ’S and MTQ’s: Use your overall set of professional and volunteer experiences, education and training, accomplishments, awards and potential in describing your ECQ’s and MTQ’s. THE NARRATIVE STATEMENT MUST ADDRESS EACH ECQ AND MTQ SEPARATELY, AND IDENTIFY WHICH ECQ OR MTQ IS BEING ADDRESSED (e.g. ECQ 1, MTQ 1, MTQ 2, etc.).
Your responses must not exceed 2 pages for EACH ECQ.
IMPORTANT: Structure your ECQ statements in terms of actions you have taken, the context or environment in which the action was taken and the outcome or results of those actions (Challenge-Context- Action-Result (C-C-A-R). Each of the following competencies are the foundation for success in each of the the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation. The essay competencies address the Executive Core Qualifications (ECQs). Your responses are required for each of these ECQs, unless you have had your ECQs previously certified by an Office of Personnel Management Qualifications Review Board (QRB) for the Senior Executive Service (SES). If you are already certified by the OPM’s QRB, submit proof such a as a copy of the certification or a SF-50 showing SES Career Status. ECQ 5 – BUILDING COALITIONS – This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local government, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
EACH OF THE FOLLOWING ESSAY COMPETENCIES ADDRESS THE MANDATORY TECHNICAL QUALIFICATIONS (MTQ’S), YOUR RESPONSES ARE REQUIRED FOR EACH OF THESE MTQ’S.
Your responses must not exceed 2 pages for EACH MTQ.
MTQ 1- Demonstrated experience in leading, managing and supervising broad-ranging, complex, and highly technical reviews and investigations, of an Office of the Inspector General, Internal Affairs Office, Office of Professional Responsibility or any other comparable environment of a large organization or agency.
MTQ 2– Demonstrated experience in leading, managing and supervising the organization, drafting, editing and publication of detailed reviews and reports of investigations.
MTQ 3- Demonstrated experience communicating effectively and working constructively and collaboratively with other internal and external organizations and other professional disciplines to enhance the effectiveness of operations.
Education
EDUCATION DOCUMENTATION: Attorney positions do have an education requirement. Applicants must be a graduate of an accredited law school with an LL.B. or J.D. For positions with an education requirement, you MUST submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected. In addition you must provide proof of bar or your bar number in the vacancy questions .
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .
