Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.
Qualifications for GS-06: One-year specialized experience at the GS-05 grade level, or its non-Federal equivalent, applying standard Human Resources rules, procedures and requirements related to a Human Resources functional areas.
Specialized Experience: Specialized experience is experience applying standard human resources rules, procedures, and requirements related to human resources functional areas such as employee benefits, recruitment and placement, personnel/payroll processing, classification, employee, and labor relations, and employee development to code and process a variety of personnel documents; utilize automated human resources information systems to process personnel actions; and perform customer service activities by responding to human resources related inquiries both verbally and in writing.
Selective Placement Factor: Direct experience coding various personnel actions in accordance with the Guide to Processing Personnel Actions (GPPA) such as: accessions, reassignments, separations, benefits, and promotions into a Human Resources Information System.
Applicants must be able to type at least 40 words per minute.

Specialized Experience: Specialized experience is experience interpreting and applying standard human resources rules, procedures, and requirements related to human resources functional areas such as employee benefits, recruitment and placement, personnel/payroll processing, classification, employee, and labor relations, and employee development in order to code and process a variety of personnel documents; experience utilizing automated human resources information systems to process personnel actions; and experience performing customer service activities by responding to human resources related inquiries both verbally and in writing.

Education: A qualifying combination of graduate education and experience as described above.
Selective Placement Factor: Direct experience coding various personnel actions in accordance with the Guide to Processing Personnel Actions (GPPA) such as: accessions, reassignments, separations, benefits, and promotions into a Human Resources Information System.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
