Under the general direction of the Program and Project Supervisor, this position performs duties associated with the review and evaluation of water and wastewater utility acquisitions and consolidations in Advice Letter and formal application filing requests. The Utilities Engineer will review and analyze purchase agreements, market valuation of water and wastewater systems, costs associated with infrastructure system improvements, and the impacts on customer rates resulting from the acquisitions or consolidations of utility water and wastewater systems. The Utilities Engineer will coordinate with the State Water Resources Control Board system acquisitions and consolidations of at-risk systems that are not meeting California’s human right to water goals or water quality standards. This work may also include reviewing general rate case filings and rate base offsets for infrastructure system improvements and providing technical and advisory support to decision-makers, including the drafting of Commission resolutions, technical reports, and conducting public workshops and public participation meetings. Occasional travel throughout the state of California to include evenings, weekends, overnight or several days at a time.
