JOB SUMMARY:
Under direction, plans, organizes, schedules and supervises the maintenance of buildings and community facilities, manor restoration work and performs related work as required.
Supervision is exercised over Carpenters, Painters, Interior Component Services, Building Maintenance Inspection Services (moisture intrusion), restoration work and contracted maintenance activities through supervisors and/or section foremen; work involves regular contact with other divisions, departments, various board members, residents and the general public.
ESSENTIAL FUNCTIONS:
Plans, organizes and supervises building and facility maintenance programs/activities dealing with carpentry, interior and exterior painting, and manor restoration work resulting from property damage and various contracted vendor services. Confers with the Director of Maintenance & Construction concerning objectives, new or revised policies, unusual operating problems and matters affecting other departments and divisions; plans and implements new programs and procedures in accordance with established objectives.
Prepares annual budget estimates and administers the approved budget. Maintains a variety of records, including those related to hour standards for various tasks, the cost of equipment and materials used in each work program. Develops preventive maintenance standards and plans long-term maintenance programs. Prepares schedules based on standards. Serves as back-up Staff Officer for Mutual Corporation Maintenance & Construction Committee meetings.
Develops work programs and schedules; supervises and directs the work of subordinates within the Department; plans and supervises the development of department training and safety programs; selects and evaluates employees; provides feedback to employees throughout their review period; provides feedback during employee performance reviews that is timely, specific, honest and designed to help the employees succeed.
Works closely with vendors, contractors and consultants in performance of work programs related to restoration of damaged property; manages contract work performed by outside contractors.
Drives a vehicle to meetings, workshops, and other job related responsibilities.
Regular attendance required. All duties performed on-site for the Community.

NON-ESSENTIAL FUNCTIONS:
Negotiates with outside contractors for special construction or maintenance jobs and inspects their work. Plans, prepares and schedules approved special work for other departments and divisions. Works with resident committees on building maintenance problems. Resolves a variety of resident building maintenance problems through personal conferences.

Vehicle, PC, printer, fax machine, telephone, copier.
WORK ENVIRONMENT:
While performing the duties of this job, the employee is in a climate controlled indoor office and normal outdoor elements.
DESIRABLE QUALIFICATIONS:
Graduation from an accredited four-year college or university with a degree in business or related field and thorough journeyman supervisory experience in the construction trades; or any equivalent combination of education and experience which produces the following:
· Knowledge of the occupational hazards and safety precautions of the job.
· Knowledge of PC and applicable software programs.
· Knowledge of methods of report preparation.
· Knowledge of research methods and techniques.
· Knowledge of principles of administrative management and sources of authoritative information.
· Knowledge of the principles and practices of accounting, budgeting and auditing.
· Knowledge of administrative practices and procedures related to the construction, maintenance and repair of equipment and buildings.
· Knowledge of property restoration regulations, including asbestos abatement and mold remediation.
· Knowledge of materials, methods, tools and equipment used in maintenance and repair work appropriate to the area of assignment.
· Knowledge of modern office equipment, practices, systems and procedures.
· Knowledge of the principles and practices applied in the safe and efficient use of tools and equipment and safety precautions applicable to the work.
· Ability to direct the preparation and maintenance of repair records and reports and to analyze and evaluate such records for planning purposes.
· Ability to design, conduct, analyze and interpret research findings.
· Ability to maintain effective working relationships with other employees and the public, and to deal with public relations problems courteously and tactfully.
· Ability to write and orally present clear and concise reports.
· Ability to lay out and supervise the work of maintenance personnel performing various tasks in a manner conducive to full performance and high morale.
· Ability to prepare and supervise the keeping of a variety of records and reports.
· Ability to recognize operating deficiencies in assigned equipment.
SPECIAL REQUIREMENTS:
Possession of a valid California Driver’s License.
PHYSICAL REQUIREMENTS:
While performing the duties of this job, the employee is frequently required to talk, hear and use hands to finger, grasp, feel and reach. The employee is regularly required to sit for long periods of time (up to 7 hours). The employee is occasionally required to carry, kneel, pull, push, stoop and lift up to 10 lbs.
MENTAL REQUIREMENTS:
Reading, confidentiality, problem solving, reasoning, verbal and written communication, customer contact, multiple concurrent tasks, constant interruptions.
