As a strategic partner working with the Commissioner and members of the Executive Team, you will manage a dynamic and innovative HRMS office that provides insightful leadership and support to maximize and retain talent, utilize HRMS programs to meet business needs and customer demands, leverage technology to streamline operations, organize programs and hierarchy for effective and efficient operations, and partner with stakeholders to deliver quality products and services. In this way, you will ensure the HRMS division is seen as an integral operational and strategic partner across the Agency.
Our Agency is unique in that it is a geographically dispersed agency across the Commonwealth with a number of field offices, two Customer Contact Centers (call centers), and a central office. In order to accomplish your goals, you will work across these areas as you consult with supervisors, managers, and executives regarding escalated and complex issues, short- and long-term planning, new and changing program initiatives, reorganizational and lay-off efforts, and training and reporting. You will also effectively recommend and implement strategic change initiatives through relationship building, professional communication, and project management techniques, as well as direct and evaluate the work of assigned staff to ensure daily operations and strategic change initiatives support established goals and objectives. Additionally, you will plan, implement, and evaluate a human resource program- including supervision and change management- that meets our goals and objectives.
Within the HRMS office, the Human Resources Director effectively leads HRMS managers and staff who work in the functional areas employment, compensation and classification, human relations and program monitoring, equal opportunity and equal employment opportunity, benefits and training, policy and procedure administration, transactions, systems and records, training/ performance consulting, and staff development. Throughout it all, you will ensure agency compliance with federal and state laws and regulations through careful monitoring and evaluating the potential impact of changing legislation, policies and procedures, court cases and funding changes, and when necessary make recommendations to address and oversee the implementation of appropriate changes.
Comprehensive knowledge of principles, practices, and theories of human resource management, research, analysis, planning, evaluation, and measurement techniques and methodologies, and governmental HR policies and procedures.
Exceptional strategic management, program management, conflict management, oral and written, computer (use of Cardinal, PMIS, and Microsoft Office Professional preferred) and team building skills.
The qualified candidate should, at a minimum, also have the demonstrated ability to:
A degree in human resource management, organizational development, business/public administration, psychology, or related field.
Significant experience leading and managing diverse human resource programs, developing and implementing plans with measurable goals and objectives, and interpreting and applying human resource related laws and policies.
Prefer progressively responsible experience working with state government rules and regulations in the HR arena, advanced degree in a related area, and certification (e.g., Senior Professional in Human Resources).
Some statewide travel may be needed to meet business needs.
