Washington University School of Medicine Hiring for Planner, Transportation & Parking at St. Louis, MO Full Time

The position is responsible for leading district coordination efforts for campus parking and transportation with
campus partners, including planning for the growth of the portfolio, district transportation mobility, and handling the joint condo
administration for garages. The position is responsible for overseeing daily operations for campus transportation and parking, including but
not limited to campus parking inventory of parking structures and surface lots (30 in total with 11 garages totaling 13,975 parking spaces
and 19 surface lots totaling 3,145 parking spaces in the inventory) over 5,900 WUSM permit holders and 6,900 debit card users and an average
daily visitor count to WUSM garages of 3000 parkers. The position will oversee two additional parking structures by FY24, which will include
an additional 2,280 spaces. The position leads technology projects for program venues and plans for operational implementation of related
campus and university initiatives. The position oversees the transportation and parking budget of $6.5 million.

Primary Duties & Responsibilities

• Directs and manages the thirteen
  Transportation & Parking staff. Indirectly oversees the Facilities Integrated Service Center team and Access Control team in relation to
  Transportation & Parking needs.
• Oversees daily program operations for transportation and parking, including all WUSM campus
  garages and lots, parking and permit software systems, customer service relations, and access control for all WUSM permit holders and
  contractors
• Develops program policy, procedures, guidelines, and training documents for individual programs. Manages the website
  pages for individual programs. Develop presentations, reports, and provide program updates for executive leadership needs.
• Manages
  and oversees technology systems including, but not limited to, Cardinal, Smarking, Lenel, Skidata, Rejis, and Archibus. Acts as project
  manager for Parksmart Certification of new Neuroscience Research Building Garage and Ambulatory Cancer Center Garage, Smarking
  implementation, and Cardinal handheld implementation. Liaison with MyDay project needs. 
• Establishes and maintains campus
  partnerships and work closely with campus counterparts to ensure seamless operations. Coordinates and participates in WUMC partner meetings
  for district planning and mobility needs and supports the full coordination of the Campus Transportation and Parking Committee for
  WUMC. 
• Manages shuttle contract for off-campus WUSM parking location (including UHSP students and staff) and act as the
  liaison for on-campus shuttles serving all WUSM and BJH employees covering seven different routes.
• Conducts research and
  benchmarking for program and department strategic planning needs.
• Communicates parking impacts campus-wide, at the department
  business manager level, and to individual parkers as necessary. 
• Develops and supervises special projects within the
  department; manages and promotes the Pedestrian & Vehicular Safety Program. Perform other duties as assigned.

Preferred Qualifications

• Facility Management Professional.
• Certification in parking management,
  parking systems or similar programs is desired.
• Ability to interpret and communicate to others complex policies and procedures;
  effective written, verbal, and interpersonal communication skills.
• Demonstrated experience working in large highly structured team
  environment.
• Ability work independently with a high degree of reliability, accuracy, and productivity.
• Demonstrated
  ability to maintain harmonious working relationships and effectively address complex and sensitive issues.
• Ability to exercise
  independent judgment effectively in decision-making processes.
• Demonstrated experience handling multiple assignments with critical
  completion goals.
• Computer proficiency in spreadsheets, word processing, and databases in a Windows environment.

  and Organizing: Ability to organize and follow complex and/or detailed technical procedures and communicate those concepts to technical and
  business resources; provides detailed and complex recommendations.
• Project Management: Ability to manage multiple complex
  projects.
• Technical Knowledge: Competent to work on general database systems with a focus on (but not limited to) knowledge and
  experience in working with databases and creating reporting in related and assigned applications.
• Consultancy Skills: Ability to
  consult with clients and higher-level technicians and analysts to resolve technical and engineering/planning-related problems and ensure
  client satisfaction; ability to interact with client to discuss alternative technical solutions.

Bachelor’s degree and project or program planning
experience plus a minimum of six years of relevant experience required in medical or facilities management and planning experience
required.
