Independently operates and maintains one or more Class I, II, III, or IV wastewater treatment plants and lower classed plants, as well as tributary pumping plants; participates in the major overhaul, repair, and installation of treatment and pumping plant equipment; and performs other related duties as required.
This level is characterized by its primary responsibility for operating and being in direct responsible charge of a Class II wastewater treatment plant, as rated by the State Board of Certification of Operating Personnel in Wastewater Treatment Facilities.
Two (2) immediate permanent full-time vacancies with the Department of Environmental Management – Wastewater Division in Hilo.
Certain Wastewater Treatment Plant Operator II positions are career ladder positions. The next level in the series is Wastewater Treatment Plant Operator III, BC-12, $6,020/month. Persons hired into career ladder positions must meet minimum qualifications for the next level in the career ladder series, perform work at the higher level, and meet performance requirements to move to the next level in the career ladder series.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Special Working Conditions: Exposure to hazardous, filthy, and/or obnoxious conditions; may also be subject to shift, weekend, and holiday work as required.
Training and Experience:
Note: as applicable to the position, possession of a current Department of Transportation Medical Examiner’s Certificate is required prior to appointment, and a valid State of Hawai`i driver’s license (Class 4, non-CDL) is required prior to completion of probation. (The immediate vacancies with the Department of Environmental Management require a Department of Transportation Medical Examiner’s Certificate prior to appointment).
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education and experience as presented in the application.

Knowledge of: practices and procedures used in the operation and maintenance of wastewater treatment and pumping plant equipment; the various types of wastewater and associated problems and processes; sampling methods and the physical and chemical tests used in treatment plant control; servicing requirements of moving machinery; hazards and safety practices involved in working around high voltage equipment and moving machinery; process quality control requirements and remedial measures in dealing with process malfunctions and emergencies; arithmetic; and uses of basic mechanic hand and power tools.
Ability to: operate and maintain electrical pumping units and auxiliary equipment, including manual switchover of emergency generator units; read and interpret meters and gauges; record readings and maintain operating records; perform the required laboratory tests and analyze results; operate computers; make arithmetical computations; use common hand and power tools; act quickly and effectively in emergencies; understand and follow oral and written instructions; work harmoniously with others; and handle weights and loads.

Initial Certification and Renewal

Certification is obtained through the State of Hawai’i Department of Health, Wastewater Branch. The Board of Certification administers two paper examinations per calendar year in February and August. The examinations can also be taken as Computer Based Test (CBT). Operators may take the test up to 3 times in a calendar year. Any combination of paper and CBT is allowed up to three attempts. Applications for Wastewater Operator Certification Examinations are mailed to all county, private, and federal agencies approximately 90 days prior to the paper examination dates. Reciprocity
Out-of-state applicants who possess wastewater treatment plant operator certifications in their state and who are seeking employment with the County of Hawai’i should first inquire with the State of Hawai’i Department of Health (DOH) on how to obtain a Hawai’i Operator Grade I certification through reciprocity.

Persons seeking wastewater operator certifications through reciprocity and who apply for County of Hawai’i wastewater recruitments, should request for a verification of application from the County Department of Human Resources for submittal to the Department of Health. This will verify to the Department of Health that you have applied for wastewater jobs with the County of Hawai’i.
Once persons obtain the appropriate wastewater operator certification, they should submit the certification to the Department of Human Resources for final processing of the application if the recruitment is open.
