Water Engineering Manager Full Time

Our Water Engineering Manager performs professional engineering work in the planning, design, construction, operation and maintenance of the water and wastewater conveyance and treatment systems. They assist in the overall operation of the Department by providing technical knowledge and assistance to staff and designing utilities to meet customer needs.

The salary range for this position is $111,019- $160,978 per year with a hiring range of $111,019 – $135,999, depending on qualifications and experience.

Our Water Engineering Manager will work with a talented team of engineers and technical staff to ensure that projects are designed to City standards, meet regulatory requirements, and utilize emerging technology and delivery models to bring best value to the City’s water and wastewater systems.  Additionally, they will oversee the development review process as it relates to water and wastewater along with ensuring that utility locates are completed timely and accurately.  Our Water Engineering Manager will see the tangible benefits of their work every day.

ESSENTIAL JOB FUNCTIONS:

• Responsible for long‑term planning for future City water and wastewater infrastructure.
• Evaluates the need for and the economic feasibility of facility replacements, enlargements, modifications, and reinvestments. 
• Reviews engineering designs for proposed development and capital construction within the City’s service area as they relate to water and wastewater utilities
• Manages the Water and Wastewater capital improvement programs including budget preparation, consultant selection, design management, permitting, coordination with other City departments, plans and specifications, bidding, construction management, and budget oversight for Division capital improvement plan.  
• Prepares and monitors Water Division 10-year, 5-year, and current year capital and O&M budgets for Engineering. 
• Responsible for managing computer models of the distribution and collection systems.  
• Responds to questions and requests for information from existing and potential utility customers.
• Evaluates the City’s ability to provide water and wastewater service to all current and future customers
• Reviews submitted engineering designs for conformance with adopted master plans, City development regulations and accepted industry standards and practices
• Meets and confers with developers, consultants, contractors, City employees and the general public regarding engineering and development requirements. 
• Provide overview of the development review process from a water and wastewater perspective.  
• Ensures Division policy is administered with respect to reimbursement and oversizing agreements, and facilitates other developer and annexation agreements as required. 
• Provides guidance for water development review engineer(s) and coordinate with other Departments.
• Prepares agenda items for the Utilities Commission, Construction Advisory Board, Planning Commission, and City Council and other public meetings, and makes presentations. 
• Responsible for the City’s development standards and municipal code sections that apply to water and wastewater facilities. 
• Keeps current with applicable state and federal laws and guidelines. 
• Reviews policies and procedures and makes recommendations for changes. 
• Cooperates and coordinates with surrounding water and sewer service providers to support regional partnerships.
• Interviews, hires, trains and mentors employees: plans, assigns and directs work; appraises performance; rewards staff and ensures accountability; addresses concerns and resolves problems involving employees.
• Manage the wastewater pretreatment program and provide the Pretreatment Coordinator the mentorship and resources needed to successfully execute the required duties.
• Coordinate construction development and utility inspection staff. 
• Lead staff ensuring clear communication of standards, fair implementation, and maintenance between with external developers and contractors.
• Manage the utility locators group and ensure proper staff training and guidance to meet the regulatory needs.

OTHER JOB FUNCTIONS:

• Assists Division Manager with various water, wastewater, financial, operational, and technical activities. 
• Directs department staff in limited design work for small construction projects as required.
• Assists with economic development-related projects and emergency management.
• Responds to citizen complaints.

SUPERVISORY DUTIES:  This position is responsible for supervision of City employees.

• Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. 
• Responsibilities include interviewing, hiring, and training employees: planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 

JOB QUALIFICATIONS:

Knowledge, skills and abilities:

• Thorough understanding of the design and construction of water and wastewater systems.
• Knowledge and experience in budgeting, design, administration, and construction management of water and wastewater utility infrastructure.
• Ability to use computer software packages including project management, Excel, Word, Outlook, hydraulic modeling programs.
• Ability to interact positively with a wide variety of people. 
• Ability to independently solve complex problems, provide accurate and error-free work under pressure and meet reasonable deadlines.
• Superior written and oral communication skills.

Education and/or experience:

• Bachelor’s Degree in Civil Engineering, Sanitary Engineering, Water Resource Engineering or closely related field required. 
• Minimum: 10 years of responsible engineer experience including design of water and wastewater systems required.
• Minimum:  4 years of previous management or supervisory experience required.

Licensure and/or certifications:

• Current Colorado Professional Engineer license or ability to obtain within 6 months of hire date. 
• Must possess a valid driver’s license.

Material and equipment directly used:  Telephone, vehicle, computer equipment, printer, 2-way radio, calculator.

Working conditions and physical requirements:

• Work is generally performed in an office environment and may require some bending, kneeling and sitting for extended periods of time.
• Moderate physical activity required by moving and positioning objects up to 50 pounds occasionally and/or up to 20 pounds frequently.
