Position Responsibilities:
The Subcontracts Administrator will be responsible for…
1. General:
Maintain accurate and complete records in accordance with the department’s best practices, policies, and procedures
Communicate with relevant stakeholders on agreement status and required contract actions
Draft varying types of business correspondence, to include letters of inquiry, letters seeking approvals, and other memoranda.
2. Subcontracting:
Prepare and issue Requests for Quotes (RFQ), and/or Requests for Proposals (RFP) packages
Conduct proposal review and cost and price analysis in accordance with acquisition and regulatory requirements
Draft, negotiate, and issue subcontract awards, modifications, and ancillary documentation, including flow down requirements from the prime contract
Subcontract administration, ensure compliance with subcontract terms and deliverables
Subcontract closeout procedures
Process non-disclosure agreement requests. Review, draft redlines, and negotiate language
Enhancement of subcontracting role within the Contracts department, to include further development of policies and procedures and integrity of auditable records.
Draft and negotiate teaming agreements and other team arrangements.
3. Consulting Agreements:
Issuance of Consulting Services Agreement packages, to include Supplier Registration Forms, Consulting Services Agreement and Purchase Orders.
Management of consultant onboarding process, to include coordination with Human Resources, Security, and Accounting.
Administration of 30+ consulting agreements, tracking expiration and modification requirements, logging of invoices, and coordination with accounting for approval and payment.
Required Skills & Abilities:
Proficiency with MS Office Applications. Redlining and track-changes in Word are a must.
Proven verbal, written, and interpersonal communication skills
Ability to work in a collaborative environment with high-volume and multiple competing deadlines.
Education & Experience:
Bachelor’s Degree in Business Administration, Political Science/Pre-Law, or related field.
4+ years of experience with cradle-to-grave contract administration
4+ years of experience working with relevant laws and regulations, terms and conditions, and policies governing subcontracts.
Preferred Qualifications:
Knowledge of Deltek Costpoint or similar enterprise system
