JOB SUMMARY
Plans, directs, supervises and evaluates the day-to-day activities of a division or designated work unit within Human Resources involving any variety of Human Resources specialty areas, which may include but is not limited to: Recruitment and Selection, Wellness, Occupational Health, Employment Services, Classification and Compensation, Benefits, Employee Relations, Americans with Disabilities Act (ADA) accommodations and Family Medical Leave Act (FMLA), Customer Service and Employee Support, Data Analysis, Policy Development, Leave Management and other Human Resources related areas.

This position is not covered under the Pinal County Merit System. Incumbents in this position serve at the pleasure of their respective Appointing Authority. The employment relationship of incumbents in this position is “at will” the employee may be terminated at any time, for any reason, with or without cause.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

• Provides technical advice to staff regarding application of Human Resources policies, procedures and practices;
• Plans, coordinates, directs and establishes work standards of diverse personnel activities;
• Conducts presentations to management and to other employee groups to convey information about personnel programs or other matters;
• Oversees the development and maintenance of required documentation, files (manual and automated) and related materials as required by federal, state, county and other laws, rules and regulations for area(s) of responsibility;
• Exercises signature authority for the Director on delegated issues;
• Conducts research, investigations, analysis and documentation of confidential and contentious issues and situations and recommends remedial actions to the Director and/or Designated Authority;
• Researches, analyzes and make recommendations to supervisors, client departments and employees to identify and resolve problems through application of appropriate County rules, policies and procedures;
• Supervises, trains and evaluates subordinate professional, paraprofessional and technical staff, to include contractors;
• Resolves performance problems and counsels subordinates;
• Coordinates Division operations with other departments, divisions and agencies;
• Participates in or acts as Departmental representative for, various committees, task forces, boards and commissions;
• Resolves problems/issues arising from operations of subordinate units;
• Develops and coordinates long-/short-term goals and related planning for area(s) of assignment;
• Evaluates the effectiveness of services provided by assigned division(s) and assures compliance with regulatory requirements;
• May be required to testify in court and before boards, commissions and similar like bodies relative to activities of area(s) of responsibility;
• May assist in the preparation of the Human Resources budget.
• Perform other related duties as required.

POSITION SPECIFIC DUTIES:

• Lead, direct and implement all classification and compensation initiatives for the county.
• Administers the preparation, revision and maintenance of the county’s classification and compensation plans.
• Partners with county leadership to create and develop future competitive compensation strategies to improve the county’s value proposition to candidates and employees.
• Develops market studies and conducts internal equity reviews and makes appropriate recommendations to leadership.
• Oversees and/or participates in the creation and approval of new or revised job descriptions; determines FLSA exemption status for new or revised positions.
• Participates and/or assists in the review and revision of personnel rules and procedures which impact classification and compensation functions; interprets personnel policies and procedures.
• Provides direction and participates in major classification maintenance projects and compliance requirements.
• Plans, assigns and manages the work of staff engaged in a variety of complex classification and compensation activities including job analysis, job description development, market salary analysis, flexible employee agreements, conducts departmental reviews and makes salary recommendations; confers on complex work problems.
• Formulates and implements best practices, techniques and procedures to improve department efficiency and assists in developing policies.
• Conducts and/or reviews results of job audits, develops ad hoc reports and executive summaries and provides other reporting as necessary.
• Creates and prepares presentations to county leadership.
• Review and evaluate class and compensation processes and determine opportunities to improve response time to requests; develop best practices for tracking and approvals.

MINIMUM REQUIREMENTS TO PERFORM WORK:

• Bachelor’s Degree in Human Resources, Public or Business Administration or closely related field
• Six (6) years of professional experience in Human Resources or closely related field.

• Two (2) years of supervisory experience.
• Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.

Preferred Qualifications:

• Experience managing classification and/or compensation in the public sector or related entity.

Knowledge, Skills and Abilities:

• Knowledge of principles and practices of staff supervision, training, evaluation and professional development.
• Knowledge of principles and practices of personnel administration and governmental organization.
• Knowledge of applicable Federal, State, County and related laws, rules, regulations, policies and procedures for area of assignment.
• Knowledge of Human Resources theories and methodologies applicable to area of specialty.
• Knowledge of computer hardware and automated systems.
• Knowledge of effective communication, both orally and written.
• Skill in operating automated systems and general office equipment.

• Skill in supervising, verifying and validating work of others.
• Skill in resolving procedural and operational problems.
• Skill in making recommendations to upper management.

PHYSICAL DEMANDS:
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.

WORK ENVIRONMENT:
Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs.
