This is a Social Work Program Manager position responsible for oversight of Adult Protective Services, Adult Care Home Monitoring, and multiple case management programs for adults.
This Social Work Program Manager oversees HHS’s role as the Lead Agency on Aging Services in Buncombe County including the allocation of over $2 million in funding to community organizations through Health and Community Care Block Grants.
This position has multiple direct reports, is responsible for personnel management, contract management and fiscal management of all programs under Adult and Aging Services.
Purpose of the position:
The primary purpose of this position is to provide program management for service areas within social work including direct oversight of supervisors, development of protocols and procedures aligned with policy and law, strategic planning to improve program level outcomes, and contract administration.
Minimum Education, Training and/or Experience (required at time of hire):
Master’s degree from an accredited school of social work (MSW) and three (3) years of social work or counseling experience, two (2) of which was in a supervisory capacity;
or a bachelor’s degree from an accredited school of social work and four (4) years of social work or counseling experience, two (2) of which were in a supervisory capacity;
or a master’s degree in a counseling field and four (4) years of social work or counseling experience, two (2) of which were in a supervisory capacity;
or a bachelor’s degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and five (5) years of social work or counseling experience, two (2) of which were in a supervisory capacity;
or bachelor’s degree in any field and six (6) years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in techniques of casework, group work, or community organization, two (2) of which were in a supervisory capacity;
or an equivalent combination of training and experience.
Essential Functions of the position:
Provide Personnel/Team Management to ensure a fully staffed, competent workforce and a safe and supportive work environment for all employees.
Establish strategic plan relevant to services area specific goals and objectives involving front line staff and supervisors in the planning process and incorporating Essential Elements of Trauma Informed Systems to improve outcomes for client populations served.
Ensure an efficient and effective workflow, implement changes in routine work practices and procedures as needed to modify unit functioning according to client needs and employee capabilities.
Consult and work with the Program Administrators and Social Work Director to implement organizational strategies that mirror the practice model components.
Partner with other Program Managers, Program Coordinator and Social Work Director as part of an integrated management team to build a Trauma Responsive Culture with a balance of support and accountability to ensure policy and law is followed in the delivery of services across the social work services continuum.
Develop and implement a plan to ensure all staff across social work services are adequately trained and practicing with competence.
Submit budget recommendations based on service area needs and administer contracts that support the delivery of social work services.
Perform other related duties as assigned.
