At the direction of the VP, Human Resources the Sr. Human Resources Generalist is responsible for a variety of Human Resources functions, such as employee relations, staffing, performance management, training and development. Provides consultation and recommendations to staff and managers in the interpretation of policies and procedures, including conducting training/educational sessions to leadership. Utilize knowledge of laws, company policies and best practices to resolve employee issues. Conducts investigations, prepares documentation and mitigates legal risk. Coaches managers on Performance Management conversations & documentation.

The Sr. HR Generalist will need to effectively evaluate and interpret situations and apply sound judgement when recommending the best course of action. Serves as a main contact to employees and managers on employee relations issues (i.e., performance etc.). Manage our company’s short-term and long-term hiring needs. Duties include, but are not limited to leading staffing efforts across the organization to ensure we attract the right talent. Provide guidance for management with their staffing needs to include interviewing skills, training for our Applicant Tracking System, education on Affirmative Action, internal equity and diversity in the workforce. Represents the Credit Union in all aspects of the recruiting process and onboarding experience to deliver a personalized and extra-ordinary experience. The Sr HR Generalist oversees the recruitment and retention function at USE Credit Union and is responsible for building networks of candidates for all open positions.

Employee Relations

• Provide guidance to management and employees on human resources issues.
• Promote equity, fair treatment, and positive employee relations while ensuring compliance with state and federal employment laws.
• Perform advanced employee relations functions including support and coaching for job related conflicts, problem solving and dispute resolution.
• Manage employee performance issues, performance management and discipline.
• Review and make assessments for termination requests.
• Conduct complex/sensitive employee related investigations.
• Coach, train and guide employees and managers on organizational development opportunities and employee relations issues (i.e., performance, etc.).
• Pro-active education and training on best employee relations practices for a more effective leadership.
• Build credible relationships with Business Leaders allowing for better decisions and organizational effectiveness.
• Balance employee advocacy and business operating needs.
• Interpret HR policies and procedures for employees and managers.
• Research and explain laws and legal affairs concerning employment to managers, supervisors, and employees.
• Represent organization in meetings with employee in labor and employee issues/disputes.
• Other duties as assigned.

Recruitment

• Work closely with hiring managers in understanding their business needs, and builds trusting and positive relationships by providing recruiting knowledge and strategic recruiting solutions. Facilitates specification meetings, collaborates with leadership and hiring managers for all open positions.
• Develop job-posting strategy, which lines-up with the needs of the organization. Explores and develops alternate sources of applicants to increase applicant flow. Advertises job openings across multiple channels (e.g. job boards, careers pages and social platforms.)
• Source and attract high-quality candidates using a variety of methods and resources. Develops innovative sourcing strategies to increase the quantity, quality and diversity of the candidate pool. Works to attract talent to include minorities, females, veterans and applicants with a disability to ensure a diverse workforce.
• Maintain and manage job postings and the application tracking system to include reporting.
• Actively recruits and fills positions of all levels within the organization. Evaluates resumes and applications, reviews qualifications and oversees selection process.
• Manage and lead the staffing process from start to finish, to include credit, criminal, bonding and drug screening as a part of the selection process. Ensures a fair and equitable hiring decision is made.
• Train management on interviewing skills and techniques, documentation and the selection process.
• Extend all offers to prospective new Credit Union employees. Consults with managers to ensure offers of employment are in line with the USECU compensation philosophy and negotiates as necessary to provide candidate and organization with a win-win solution.
• Manage staffing budget to control recruiting costs.
• Maintain up to date procedures in staffing, onboarding and works to regularly improve processes.
• Provide hirgin mangers guidance in regulatory compliance standards, managage Applicant Tracking System and dispositioning requirements.
• Identify, analyze and propose changes to current processes to improve operations of assigned HR functions areas.
• Conduct one on one assessments with new hires to ensure extraordinary onboarding experience.
• Provide metrics to include time to fill, promotions, and other statistics. Completes database reporting to analyze/determine placement rates, turnover, compliance and areas for improvement.
• Manage and maintains relationships with outside vendors and employment agencies to include research and selection, contract negotiations, compliance and alignment with USE expectations.

Training and Development

• Designs, analyzes past and future training requirements to prepare a digital first training strategy.
• Measures and evaluates the effectiveness and return on investment of all training programs.
• Works with Risk Management to ensures all required training is compliant with applicable laws, regulations,
• Develops, oversees and optimizes the learning management system.
• Establishes and maintains appropriate processes/procedures to ensure complete and accurate training records and compliance tracking.
• Leads classroom training for as needed.

Bachelor’s degree or equivalent from a four-year college in related field and minimum of five years of senior level Human Resources experience is required; or combination of education and experience in Human Resources. Minimum of three years employee relations experience is required. Must have experience and knowledge of Human Resources functions including recruitment & selection, EEO, I-9, Affirmative Action, compliance and wage and hour laws. Excellent working knowledge of State and Federal employment law, EEO and Affirmative Action to ensure compliance within staffing realm of responsibilities.

Ability to read and interpret documents such as employee handbook, policy/procedures, CA laws and regulations. Must have excellent presentation and communication skills. Ability to present effectively before Senior Leadership, large groups or employees of organization.

Ability to respond to common inquiries with diplomacy and tact as well as handle escalated complaints from staff, vendors, or members of the business community.

Must possess strong interpersonal skills, good phone and e-mail etiquette, a professional presentation, and a high degree of personal initiative. Interpersonal skills including, but not limited to, motivating and influencing others, maintaining a significant level of trust and diplomacy, fostering internal and external business relationships. Must be able to communicate effectively throughout the organization, including executive leadership. Must have excellent presentation skills.

Working knowledge of federal and state laws and ability to apply accordingly. Ability to use critical thinking and logic to navigate a sequence of events and determine the most appropriate course of action in a variety of situations.

Must demonstrate the ability to use sound decision making/judgement independently, follow directions/guidance from management and interact well with co-workers; understand and adhere to rules/procedures; comply with corporate policies, goals, and objectives; and exhibit professionalism, initiative, and commitment.

Ability to use independent judgement to resolve complex issues and provide recommended solutions.

TECHNOLOGY PROFICIENCY

To perform this job, the employee must possess applicable technology skills and demonstrated expertise. Ability to use HRIS & Payroll system, Word for Windows, Excel, and other Microsoft Office applications, as well as the ability to learn new applications quickly; requires general knowledge of network and database use. Intermediate to advanced skill level of Microsoft Office applications (Word & Excel) and power point.

CERTIFICATES, LICENSES, REGISTRATIONS

PHR or SPHR preferred.

This position requires the employee to work during regular business hours and occasional nights or weekends as needed to meet established department deadlines.
