Position Summary:
The Human Resources Manager plays a key role within the human resources department and across the agency, Manages, advises and takes appropriate action to resolve all employee relations, performance and disciplinary actions. The Human Resources Manager supports the success of staff and provides guidance and support to supervisors and agency leaders at all levels in aligning employee interests, actions and outputs with the mission and strategic goals of the agency. The Human Resources Manager plays a lead role in ensuring the agency complies with workplace regulations, best practices and mission-driven ethical treatment of employees while balancing business needs of the agency. The Human Resources Manager must work in close and successful collaboration with other members of the administrative staff and management throughout the organization.
Responsibilities:
Manage, in consultation with other stakeholders, employee relation matters including progressive discipline, corrective action, performance improvement and all available tools to ensure work expectations are clearly presented, obstacles are removed and satisfactory work performance and output can be achieved.
Play key role in BCS becoming and remaining an employer of choice by helping to manage effort to retain good employees by providing consultation, support and innovative interventions to maintain productivity, performance and satisfaction of employees.
Administer all leave requests including FMLA, NYPFL, pandemic leave and personal leave. Ensure compliance with all state and federal laws in coordination with related institutional benefits and leave policies. Responsible for processing leaves, reviewing medical certifications, and advising employees on their leave options, rights, benefits, and compensation. Create and maintain solid operational processes and practices to ensure compliance and consistency in coordinating leaves.
Collaboratively coordinate and implement internal investigations of incidents, injuries, complaints, grievances, etc. Recommend and then action successful win-win outcomes and resolutions.
Provide excellent service to staff including the timely resolution and response to employee and former employee inquiries.
Support the human resources functions of maintaining the highest standard of documentation in all aspects of human resources records including personnel files and notes related to human resources management and leave.
Coordinate agency-initiated employment separations, and position abandonment and respond to employee resignations in a timely, informative and organized fashion.
Process unemployment claims including liaising with third party administrators.
Play a lead role in workplace and employee safety matters including workers compensation claims, safety self audits, promoting use of PPE and agency safety policies. .
Play important support role in agency learning, development and knowledge sharing to help employees and supervisors at all stages of career development.
Serve as a partner for all staff to retain, develop, and motivate individuals to reach programmatic and organizational goals.
Provide regular support and coordination of payroll and compensation functions related to leave, accruals and other areas.
Build and maintain relationships with employees, vendors, and key stakeholders.
Play important role on the human resources team to implement and follow well-integrated best practice processes and procedures and ensure the processes run smoothly for staff. Work to further develop processes to increase efficiency and effectiveness and perform other related duties as assigned.
Qualifications:
Bachelor’s degree in related field.
At least one year of experience in human resources managing similar assigned functions with demonstrated success.
Thorough knowledge of principles and practices of human resources management.
Excellent interpersonal skills and strong commitment to customer service.
Strong skills in keeping organized shared records and documents that are both usable and comply with confidentiality and privacy.
Intermediate skills in office software such as email, internet, word processing, spreadsheets presentation software.
HRIS experience or familiarity.
Effective oral and written communication skills; strong attention to detail and commitment to accuracy especially when speaking or writing to employees.
Experience in non-profit organizations is a plus.
Strong planning and problem-solving skills.
Ability to analyze information and processes.
Demonstrated functional understanding and ability to apply New York city, state, and federal labor laws to workplace situations in a complicated multi service environment.
Demonstrated ability to explain complicated processes and benefits to ensure successful practical comprehension in one-on-one and group settings.
Must be comfortable serving as role model in working successfully within all human resources guidelines and agency values.
Demonstrated success in confidently exercising good judgment in analyzing and solving complicated human resources matters with consistency in alignment with agency precedent.
Ability to work independently as well as part of a team.
Receptive to feedback and focused on continuous improvement.
