THE DIVISION
The Financial/Administrative Services Division provides administrative, law enforcement contract services, and financial services through the management of specialized functions for the Orange County Sheriff’s Department.

The Division develops and monitors the Department’s Annual Budget and Five Year Strategic Financial Plan; prepares and administers law enforcement contracts; operates jail cashiering; directs financial operations; provides purchasing and real estate services; coordinates the department Agenda Staff Reports; processes payroll for sworn and professional employees; orders and maintains supplies for the Department; and conducts multiple cost studies and audits within the Department. The institution is a 24 hour, 7 days a week jail facility. Candidate must be able to work on weekends, night shirts and holidays.

THE OPPORTUNITY
The Orange County Sheriff’s Department is seeking a Cashier to support the correctional facilities. The Cashiering unit is a 24-hour / 7 day per week operation located at the Theo Lacy Facility and the Intake Release Center. Incumbents in this position will work inside a secure jail facility, interacting with inmates on a daily basis and must be able to work rotating day or night shifts, weekends, and holidays. The Cashier will be responsible for receiving and disbursing cash for inmates, processing checks, warrants, bail bonds and other financial items with cash value. Incumbents will also be preparing and reconciling those transactions on various accounting records. Incumbents will also be responsible for reviewing and researching transactions and financial documents, working with other units within the Orange County Sheriff’s Department and other agencies, as well as providing customer service to the public.
 
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have training in cash handling, one year experience in receiving and disbursing of cash, checks, warrants, preparing and reconciling financial records and one year experience in customer service. Be detail oriented and will possess extensive knowledge and/or experience in the following competencies:

Physical and Mental Requirements
Possess vision sufficient to read standard text and a computer monitor and to drive a vehicle; speak and hear well enough to communicate clearly and understandably in person to individuals and groups and over the telephone; possess body mobility to stand, sit, walk, stoop and bend routinely to perform daily tasks and to access a standard office environment; possess manual dexterity sufficient to use hands, arms and shoulders repetitively to operate a keyboard, utilize office equipment and to write and drive; use a County approved means of transportation.
Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.
 
Environmental Conditions
Some positions will be working inside a jail or correctional facility and may have contact with inmates that may become violent or abusive and occasionally requires travel to other locations. Work environments may include high levels of noise, dust and/or unpleasant odors.
 
SPECIAL REQUIREMENTS FOR THE SHERIFF’S DEPARTMENT
To be selected for a position with the Orange County Sheriff’s Department applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner.
 
Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references, and education verification (i.e., degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credentials Services (N.A.C.E.S.).

RECRUITMENT PROCESS
The Orange County Sheriff’s Human Resources screens all applications to identify the most qualified candidates for the position based on the skills required to meet the needs of the Department. After the initial screening, the qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.
 
SELECTION PROCEDURES

Written Exam | Multiple Choice Exam (Weighted 100%)
Applicants who meet the minimum qualifications will be invited to the written exam. The written exam consists of job-related, multiple-choice questions. Only the highest scoring candidates will be placed on the eligible list. 
 
Based on the Department’s needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures. 
  
ELIGIBLE LIST
After all procedures have been completed, the Sheriff’s Human Resources will establish an eligible list of qualified candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
