Essential Functions
Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff
Assists HR Partner II with routine tasks required to administer and execute human resources programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, training, and development
Assists HR Partner II with recruitment processes for assigned department by ensuring the best qualified candidate is hired for each opening, following the process established by the CoEs
Assists HR Partner II with investigations and inquires related to employee issues and complaints
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law
Recommends and implements strategies to attract qualified applicants
Manages the recruitment process for assigned groups by ensuring the best qualified candidate is hired for each opening, following the process established by the CoEs
Monitors recruitment metrics and delivers reports to leaders weekly
Ensures timely and accurate completion of processes, forms, and workflows
Provides first level customer service support in response to inquiries and escalates issues appropriately
Regular, reliable and punctual attendance is an essential function of the job
Minimum Qualifications
EDUCATION:
Bachelor’s degree in a human resources, business/public administration, or social science field.
EXPERIENCE:
One (1) year of professional level human resources experience with responsibility for employee relations, performance management, change management, and/or employee engagement.
EQUIVALENCIES:
High school diploma or GED plus five (5) years of the required experience will meet the education and experience requirements.
Associate degree in any field plus three (3) years of the required experience will meet the education and experience requirements.
Bachelor’s degree or higher in a non-specified field plus three (3) years of the required experience will meet the education and experience requirements.
Master’s degree or higher in a specified field meets the education and experience requirements.
A Society for Human Resource Management (SHRM) certification OR Human Resource Certification Institute (HRCI) will substitute for one (1) year of the required experience.
LICENSE:
Valid driver’s license and good driving record
PREFERENCE:
SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM- SCP)
JOB POSTING NOTE:
The HR Partner (HRP) position is responsible for strategically aligning business objectives with management and employees in assigned department(s). The position serves as a consultant to management on human resource related issues and organizational changes. Acts as an employee champion and change agent within an assigned department. ?This individual must have the ability to maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, employees, and citizens.

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
