General directions are received from executive management, but the incumbent is responsible for managing dedicated resources to meet established standards and service levels, and must resolve related customer complaints. Work is reviewed through reports, observation, and results obtained.
Sanitation (Operations): primarily responsible for managing municipal solid waste Transfer Fleet operations, including recycling, refuse and brush and bulky materials.
Essential Functions
Provides supervision and direction to front line supervisors, technicians, operators, and administrative support staff of the assigned operational unit.
Champions Health & Safety across the team
Communicates production and service level standards to supervisors and monitors progress toward achieving stated goals.
Assists supervisors in developing employee performance standards to support customer service goals.
Promptly addresses all stakeholders needs and inquiries to ensure expectations are consistently met.
Assists in the development of operating budgets for the assigned operational service area and assures approved budget directives are properly implemented.
Monitors and manages assigned equipment performance maintenance and recommends improvements or changes to fleet acquisitions.
Coordinates and plans service delivery for special events.
Maintains records and prepares reports, as required.
Coordinates the collection of program data, analyzes data and recommends programmatic changes for increased efficiency.
Recommends the hire, transfer, advancement, discipline, grievance resolution and discharge of assigned personnel.
Conducts required performance management meetings with assigned staff.
Develop and maintain clear and open communication lines with all stakeholders including vendors, internal customers and team members.
Performs related work as required.
Minimum Qualifications
EDUCATION:
Associate degree in any field or sixty (60) completed college semester hours
EXPERIENCE:
Seven (7) years of progressively responsible experience in municipal solid waste operations and/or program administration (e.g., refuse/recycling collections, brush/bulky items collection)
AND
Three (3) years of experience with supervisory/project management responsibilities. (Experience may be obtained concurrently.)
EQUIVALENCIES:
High school diploma or GED plus nine (9) years of the required experience including three (3) years of experience with supervisory/project management responsibilities will meet the education and experience requirements.
Bachelor’s degree or higher in any field plus five (5) years of the required experience including three (3) years of experience with supervisory/project management responsibilities will meet the education and experience requirements.
LICENSES:
Valid driver’s license with good driving record.
Must have or be able to obtain a class B Municipal Solid Waste License issued by the Texas Commission on Environmental Quality (TCEQ) within probationary period
PREFERENCES:
Knowledge of materials, methods, and techniques commonly used in the transfer of municipal solid waste, recycling and brush and bulk materials.
Knowledge of requirements from applicable regulatory entities such as USDOT, EPA, OSHA, TCEQ, and other applicable federal, state, and local laws and regulations.
Knowledge or principles and practices of supervision, training, performance evaluation, and discipline
Knowledge of data analysis and logistics
Strong working knowledge of Semi-truck diesel engines, hydraulic systems and automatic transmissions maintenance
Excellent written and oral communications skills. Bi-lingual (Spanish-English) preferred.
Proficiency in standard business computer programs such as Microsoft Office (Word, Excel, Outlook, PowerPoint)
Ability to develop and implement competent policies to support procedural activities
Ability to make strong decisions at any given time under pressure with resilience and patience
Ability to create structure from seemingly chaotic situations while factoring in all variables to accomplish a successful outcome
Ability to establish and maintain effective working relationships

The salary listed on the job posting is the starting salary range; amount offered will depend upon qualifications.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
