Primarily, the LL will be responsible for functioning as the Council’s liaison to other local government agencies and officials as assigned. This will include building relationships with these agencies and their staff, tracking and streamlining processes and maintaining constant communication and problem-solving between constituents, Councilors and the appropriate governmental body.
In addition, the LL position will be expected to represent the body and individual Councilors in public meetings. They will serve as a liaison identifying solutions in resolving constituent concerns, maintaining a database of both resolved and unresolved casework, contacts, and neighborhood groups. Clear and consistent communication will be the priority.
Furthermore, the LL will engage in policy work and build institutional knowledge based on assigned topic areas, on behalf of Councilors and the Legislative Officer. This includes maintaining an understanding of relevant state and federal policy decisions that have an impact on the City of Indianapolis, as well as relevant parts of municipal code. Being proactive and maintaining effective follow-up procedures is essential.
Finally, the LL may be responsible for drafting correspondence, assisting in scheduling, or generally help with managing the official business of any Councilor, as well as assisting with other administrative responsibilities, special projects, research, and duties as assigned by the Legislative Officer. In this role, teamwork and a willingness to engage in collaborative efforts are expected and valued.

Qualifications
Bachelor’s Degree in Business, Public Administration, Planning, Management, or closely related field. [One (1) year of directly related work experience may be substituted for each year of formal education.] Two (2) years of directly related work experience.
Candidate must possess the ability to work effectively with the general public; comprehend and interpret various code regulations; negotiate and achieve conflict resolution; work effectively with local, state, and federal agencies in addition to professional and trade associations; multi-task in a fast-paced environment and adapt quickly to change; coordinate multiple projects and meet various deadlines; plan and organize events and meetings that might require the production of agendas and timelines; and have strong attention to detail.
Candidate must be self-motivated, customer service oriented and dependable; have working knowledge of MS Word, Excel, Access, Outlook and possess the ability to quickly learn all other department specific software; demonstrate a high degree of integrity and trustworthiness; properly manage time to meet deadlines, work well as a team member, as well as independently; effectively communicate in both oral and written form in English (ability to also speak Spanish is preferred, but not required); and possess verbal, written and interpersonal skills necessary to effectively and adroitly maintain cooperative working relationships with senior management and key stakeholders.
Independent Judgment
Actions are controlled by the established City and Departmental policies and procedures, rules and regulations, codes and guidelines. Decisions often involve issues, which are complex and diverse. Professional and individual judgment must be exercised when meeting with citizen groups and organizations and in negotiating with leaders.
Errors in judgment could seriously affect city offices, which would impede their operation. Errors in judgment could also cause considerable embarrassment to the department and the City as well as cause significant legal and monetary liability for the City.
Work is reviewed on an as-needed basis, as well as annually. The position requires individual initiative and ability to work independently and as part of a team.
