Knowledge and application of municipal policies, ordinances, procedures, practices, and applicable state and federal laws.Skill in effective, clear, and persuasive oral and written communications.Knowledge of current trends, principles, and practices in the field of public sector Human Resources.Ability to delegate, assign, prioritize and review the work of others. Ability to maintain confidentiality and handle sensitive information.Skill in researching complex issues, analyzing situations accurately, and recommending an effective course of action.Ability to work effectively under pressure with frequent interruptions.Knowledge of investigative practices and procedures.Principles and practices of governmental budgeting and accounting. Ability to manage projects and programs and meet department goals and established timelines.Ability to establish and maintain effective working relationships with employees, City management staff and with a variety of internal and external customers. Provide leadership, mentorship, counsel and motivation to department staff and employees in alignment with the organization’s goals and priorities. Skilled in methods, principles, and practices of effective conflict resolution.Advanced proficiency in the use of automated systems, including word processing and spreadsheets.
MINIMUM QUALIFICATIONS
Minimum Qualifications: Education: Bachelor’s degree in Human Resources, Business, Public Administration, Communications, or related field.Experience: 5 or more years of progressively responsible professional level experience involving recruitment/selection, employee relations, compensation/classification, HRIS, or training and development. Work experience to include at least 2 years in a supervisory capacity.Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual’s knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.Licenses and Other Requirements: Society for Human Resource Management Certified Professional (SHRM-CP), Human Resources Certification Institute (HRCI) Professional Human Resources (PHR) Certification, or Senior Human Resources (SPHR) certification is preferred. Public sector human resources experience is a plus.Must have a valid Washington State Driver’s license and ability to remain insurable under the City’s insurance to operate motor vehicles.

Work is performed in a typical office environment in a fast-paced department with frequent interruptions from phone calls, staff, applicants, and inter-office activities; may be exposed to individuals who are upset or irate and may be required to travel to different sites and work late hours to conduct/attend meetings. The noise level in the work environment is usually moderate. While performing the duties of this job, the employee is regularly required to sit for extended periods of time; use hands to finger, handle, or feel; and talk or hear. The employee may be required to type on a keyboard for extended periods of time. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl. The employee may occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and ability to adjust focus. This is a Fair Labor Standards Act (FLSA) overtime exempt position. A minimum of 40-hour workweek is expected. Additional work beyond 40 hours per workweek may be required to complete projects and meet deadlines.
