The Cannabis Policy and Enforcement Manager is responsible for administering the commercial cannabis licensing and regulatory program established by the City of Sacramento. In addition to the coordination of enforcement efforts relative to the regulation and operations of licensed commercial cannabis businesses in the City, this position is also responsible for the coordination of efforts to address illegal cannabis operations. This position provides the subject matter expertise to assist Council in developing and amending the City’s cannabis policies and monitors and communicates state and federal actions that impact City cannabis regulations.

Under administrative direction, the Cannabis Manager plans, coordinates, develops, implements, and facilitates enforcement of local codes, relating to cannabis. Develops, coordinates, evaluates, recommends, and implements policies, for the regulation of cannabis; and coordinates cannabis policy matters with the legislature, law enforcement, health care providers, legal advisors, and national, state, and local agencies and organizations.
DISTINGUISHING CHARACTERISTICS
This single-position division manager level classification resides in the Office of Cannabis Management in the City Manager’s Office. The incumbent serves as the principal program and policy advisor regarding the design, development, and implementation of policies, procedures, and systems to implement the cannabis program.
SUPERVISION RECEIVED AND EXERCISED
Administrative direction is provided by the City Manager or designee. The incumbent exercises considerable judgment in determining specific policy and program outcomes. Responsibilities include direct supervision of professional, technical and clerical personnel, and coordination of staff in other City departments.

Experience
Any combination of education and experience that would provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
A minimum of six (6) years of experience in public policy and administration, preferably in municipal government.
Education
A Bachelor’s degree from an accredited college or university with major coursework in political science, public administration, public policy or a related field/subject. A Master’s degree or Juris Doctor is preferred.
Substitution
A post-graduate degree from an accredited college or university may substitute for one year of the required experience.

Driver License:

Environment
Standard office setting; some travel from site to site. Incumbent will travel to and participate in various meetings, programs and events throughout the city, which may involve exposure to traffic and weather conditions.

On an intermittent basis, sit at a desk; twist to reach equipment surrounding desk; occasionally stand, kneel, climb and bend in the field; perform simple and power grasping, pushing, pulling, and fine manipulation; write or use a keyboard to communicate and occasionally lift or carry weight up to 25 pounds.

BACKGROUND INVESTIGATION
If considered for appointment, candidates will be subject to a thorough background investigation which includes, but is not limited to, a personal and employment history, fingerprinting, a criminal history check, polygraph test or voice-stress analysis, credit history check, and a five-year drug use history.
In the discretion of the City, the incumbent may be required to submit to periodic credit history check.
Convictions
Felony convictions, or any offense in any other jurisdiction which would have been a felony if committed in California, will be reviewed and will not automatically disqualify candidates.
Drug Test
In the discretion of the City, candidates may be subject to drug testing upon receiving an offer of employment.
