Purpose of Classification:
Supports the Human Resources team by handling the daily administrative and HR duties in a fast-paced work environment. Demonstrates a high level of integrity, professionalism and confidentiality, handling sensitive information with tact, discretion and judgment. A high degree of responsiveness and independent judgment is required to plan, prioritize, organize, and execute HR related administrative functions.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Provides general support for employee inquiries regarding human resources, benefits, and risk programs.
Processes all invoices; assists in reconciling invoices and processing purchase orders for various HR, benefits and risk related invoices; entering requisitions for payment, etc.
Preparing materials, handling time entry, serving as the liaison between HR and Finance/Payroll for entries such as position changes, compensation changes, awards, and various administrative tasks on behalf of the department; Prepares various forms of correspondence related to personnel and benefit changes, workers compensation, pre-employment, onboarding, etc.
Drafts job announcements, advertisements, and other recruitment and interview materials; screens applications for qualifications; schedules interviews; requests background and reference checks; ensures that all phases of recruitment and selection comply with applicable federal, state, and local laws, regulations, and guidelines; prepares job offers to successful candidates; conducts the onboarding process; participates in new hire orientation and interviews, as needed. Assists with maintaining and updating the job description file.
Responds to information requests from outside entities to include employment verifications, survey information, and related information.
Performs data entry functions to support the HR, Benefits and Risk functions; maintains authorization forms for retiree benefits.
Assists employees with changes to personal information, direct deposit, benefits, or tax withholdings.
Maintains and regularly updates employee personnel files in the Authority’s eFile system and other applicable systems; Scan and file documents.
Ensure transactions impacting payroll are documented and processed free of error and in accordance with policy and payroll cycle deadlines; enter payroll deductions/ benefits deductions/ one-time overrides.
Coordinate various employee/retiree events; Seamless execution of tasks and administrative support including meeting preparation, planning meetings and events (procure location, engage vendors, invite attendees, set-up, scheduling, catering, clean-up, etc.)
Provides assistance to HR Managers and other HR team members with special projects as needed.
Performs other administrative and non-administrative related duties as required.
Minimum Qualifications:
High school diploma or GED; supplemented by three years of Human Resources experience or an equivalent combination of education and experience. Preferred: Associates in Business, Human Resources, or related field
Specific License or Certification Required: GA Driver’s License.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position. Efficient, confidential, and comfortable working with all levels. The ability to multi-task, while maintaining complex schedules and managing administrative support is essential in this position. The ideal candidate for this job is resourceful, a good problem solver and very organized.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
