The PA Liquor Control Board is seeking a highly motivated and specialized candidate with advanced technical purchasing experience for our Purchasing & Contracting Administration Division/Inventory /Equipment Section. This position is responsible for all phases of the procurement of non-merchandise supplies, equipment, and maintenance services to Fine Wine & Good Spirits stores, distribution centers and administrative offices of the PLCB located throughout the Commonwealth of Pennsylvania (COPA). Ensures that all purchasing activities are conducted in accordance with the COPA Procurement Act, Management Directives, IT Bulletins, Administrative Circulars, Executive Orders and PLCB policies. Work is highly specialized, technical and time-sensitive in nature. DESCRIPTION OF WORK
In this position, you will complete the preparation of Request for Quotes (RFQ) against Invitations to Qualify (ITQ), Invitation for Bids (IFB), and Non-Merchandise Purchase Orders (PO) for supplies, equipment and services through the PLCB’s Oracle Enterprise Resource Planning (ERP) system, the COPA SAP/SRM system. This includes research and preparation of detailed specifications, selection of bidders, scheduling and holding of bid openings, evaluates bids and makes awards. May also include receiving of bidder’s security checks, bonds, and insurance certificates, and preparing Blanket Purchase Agreements(BPA) and PO’s utilizing knowledge of COPA rules, regulations, procedures and policies.
You will evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for changes; recommends contract modifications; develops original and modifies existing specifications to minimize discrepancies and establish clear lines of responsibility.
You will determine contractor responsibility prior to preparing a contract or purchase order by accessing the Commonwealth’s Contractor Responsibility Program System (CRPS). You will resolve issues on contractor responsibility by referring the vendor to the appropriate agency for resolution. In addition, you will obtain a Commonwealth Contractor Clearance Certificate if the File indicates a tax delinquency. You will also inspect when necessary and conduct research to determine if materials received are in accordance with purchase order specifications.

Work hours: 7:30am – 4:00pm; Monday – Friday; 1 hour lunch
You will have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
Qualifications:
Minimum Experience and Training Requirements: Three years of experience in purchasing work involving contact with vendors in the procurement of a variety of supplies, materials, equipment, or services; OR three years of experience in requisitioning, receiving, storing, distributing, and maintaining inventory of goods; OR an equivalent combination of experience and training. Post-high school education may be substituted on a year-for-year basis for purchasing or stores experience to a maximum of two years.
