PAY AND BENEFITS
Annual Pay Range: $48,941.09 – $61,718.87
Hourly Pay Range: $25.097997 – $31.650705
Salary offers will be made within the posted pay range and will be based on a candidate’s experience (paid or unpaid) that is directly relevant to the position. An additional 5% premium pay is added for bilingual skills. This position is classified as a Human Services Assistant.

JOB DETAILS AND QUALIFICATIONS
Clackamas County’s Community Preservation Program has an opening for a customer service-oriented and bilingual individual to join our team as the Community Preservation Assistant. This is a dynamic opportunity that blends fieldwork, customer service, administration, and community outreach!
As a pivotal team member, you will play a crucial role in assisting Community Preservation clients, specializing in Weatherization and Community Development.
This position will coordinate outreach activities, provide administrative support, and deliver public presentations. In this role, you will be the first point of contact for our diverse community, offering assistance in both English and Spanish to ensure accessibility for all.
But that’s not all – you’ll have the chance to make a real impact by analyzing and improving programs, developing efficient tracking systems, and enhancing communication between staff. Your role extends beyond the office as you conduct client education workshops and home visits and provide translation services to Spanish-speaking clients.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of two (2) years of customer service experience that would provide the required knowledge and skills to perform the responsibilities of this position
• Demonstrated experience providing basic administrative skills, including data entry, tracking systems, and proficiency in office software
• Strong verbal and written communication skills to effectively interact with clients, colleagues, and stakeholders
• Fluency in Spanish/English (Writing, Speaking, Reading) and demonstrated Cultural Competency

Preferred Special Qualifications/ Transferrable Skills:*
• Experience in conducting outreach activities, public presentations, and educational workshops within diverse communities
• Experience with any combination of the following: accounts payable, contract development and tracking, billing, or grant applications
• Experience providing translation services
• Experience compiling, monitoring, and reporting data, including familiarity with maintaining data tracking systems
• Ability to analyze services and operations to improve programs, with a focus on enhancing efficiency and communication

TYPICAL TASKS
Duties may include but are not limited to the following:
• Act as the first point of contact for Community Preservation clients (Weatherization and Community Development programs), assist with applications for services in English and Spanish; coordinate client services and provide information about processes, energy audits, measures to be installed, low/no cost tips for lowering energy costs; assess client needs and refer to other agencies/resources while maintaining confidentiality.
• Compile, monitor, and report data; Maintain data tracking systems to prioritize services; compile client satisfaction data, collect and report division performance measure data; input job data in state database; act as liaison to TS to update the website and improve the WX database tracking and reporting capabilities, develop an efficient tracking system for clients on the wait-list for weatherization.
• Assist with planning and conducting client education workshops and home visits for English and Spanish-speaking clients. Develop outreach materials to increase understanding of services (including materials in Spanish); develop ways to improve communication and make services more accessible to clients; provide phono and field translation services with Spanish-speaking clients (Weatherization and Community Development).
• Assist/support administration and management analyst staff with a variety of tasks, including accounts payable, encumbrances, POs, contract development and tracking in the contract database, tracking and reconciling p-card purchases, assisting with RFP development and grant applications, billing invoice reports and correspondence, investigate and correct billing/payment errors; serve as a liaison to division, department, and county advisory groups.
• Analyze office processes to determine ways to improve efficiency and communication between staff; document processes and procedures for positions in the unit; and develop an administrative manual and instructions for all Community Preservation admin tasks.
WORK SCHEDULE
This position is included in the County’s alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

The Housing and Community Development Division (HCD), within the Department of Human Services, manages programs to provide decent housing and economic opportunities, community improvement and affordable housing projects and housing rehabilitation loan programs for low and moderate income residents of the County. HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.
Community Development manages housing and community improvement projects funded with federal funds that the County receives primarily through the United States Department of Housing and Urban Development (HUD). Fund sources include the Community Development Block Grant Program, HOME Investment Partnership Program, Emergency Solutions Grant, and Continuum of Care funds.
