Position Summary:
Responsible for managing the human resources function company-wide, with specific accountabilities in: staffing and recruitment, company policies and procedures, legal compliance, manage benefits, performance management, employee relations, minimal training and development, and safety. Performs a variety of human resources clerical and administrative duties to assist in smooth departmental and company operations.
Essential Functions:
· Recommending programs that meet company needs and support company goals.
· Develop new human resources programs to meet legal requirements and changing organizational needs.
· Monitors, interprets and reports results on all human resources programs. Recommend appropriate actions that should be taken to ensure optimal company-wide performance.
· Represents the company in all legal proceedings if requested, working with appropriate legal counsel.
· Provides consultation to management as needed.
· Investigates discrimination and harassment claims and reports findings and recommended course of action to the executive director. Monitors implementation of approved actions following such investigations.
· Oversees the daily operations of the human resources department, ensuring accurate, legal complaint, and timely human resources administration.
· Minimal interviews and recommends applicants for selection to fill vacant positions.
· Plans and conducts new employee orientation, providing explanations of company policies, procedures and benefits.
· Provides benefit plan administration.
· Completes necessary forms in response to disability, unemployment, workers’ compensation insurance claims, HIPPA, etc. Reviews claims to ensure that benefits payments are accurate and comply with company policy and legal requirements.
· Interprets policies for employees and managers on request. Ensures that consistent application of policies, and that practices conform to policies.
· Counsels employees and managers with disciplinary issues and on employee relation issues and any other problems if needed.
· Conducts exit interviews, retrieves company materials and offers COBRA, if required.
· Prepares legally required reports and / or other forms that need completed.
· Manages human resources recordkeeping and reporting functions.
· Assists with job postings, ad preparation and other recruitment activities as requested.
· Conducts applicant reference checks.
· Prepares new employee orientation packets, assists with completion of new employee paperwork, ensuring that all documents are completed accurately.
· Compiles and maintains personnel records: completes documentation of status changes as required.
· Assists with employee activities and other special functions.
· Ensuring the company policies are updated with current changes.

Education, Experience and Skills Required
· Bachelor of Science Degree and / or Administration, Human Resources, or equivalent experience.
· Ideally has five years’ experience in Human Resources.
· Experience in multiple areas within the human resources function.
· Demonstrated knowledge of employment law, including ability to complete reports correctly.
· Demonstrated ability to organize work and priorities to meet deadlines.
· Helpful to demonstrate ability to resolve conflict and address employee / management concerns to achieve win-win results.
· Helpful to have experience responding to lawsuits and claims with various government agencies.
· Ideally, strong oral, written, analytical and interpersonal skills.
· Demonstrate ability to work within budgetary guidelines and support corporate goals .

Physical Demands:
Must pass required PA State Police Criminal History Clearance, PA Child Abuse History Certification, NSOR Clearance and FBI Background Check.
This position requires a pre-employment exam, drug test, and PPD (TB) test.
