Job Summary
This position is located in the DC Department of Health (DC Health), Center for Policy, Planning and Evaluation (CPPE), Healthy DC Program (HDC). The purpose of this position is to support implementation of the city-wide community health improvement process, which includes development and monitoring of the DC Community Health Needs Assessment and Improvement Plan, including the Healthy DC 2030 Framework.
The incumbent works to ensure Healthy DC goals, objectives, and strategies align with the DC Health mission and goals, sister city-wide plans, and the national Healthy People 2030 Framework and that the program is informed by scientific best practices, local data, and maximizes the utilization of government resources. The incumbent utilizes the principles and practices of population health science, including an anti-racist health equity lens and a focus on structural and social determinants of health to inform program and policy development, implementation, monitoring, and evaluation.
Major Duties And Responsibilities
The incumbent will serve as a Program Analyst for the Healthy DC program and work under the general supervision of the Healthy DC Program Manager. The Program Analyst will maintain and create statistical reports of programmatic trends for internal and external stakeholders. The duties will require the program analyst to use various quality improvement tools toprovide continuous quality assurance. The incumbent will also collect, analyze, and disseminate qualitative and quantitative data related to population health via data dashboards, webpages, and other reporting formats for multiple audiences. They will be responsible for gathering and analyzing publicly available data and establishing relationships with data stewards across DC government agencies to access additional data sources. The incumbent regularly collaborates with the Program Manager to support strategic planning and apprise them of changing policies, positions, requirements, and special priority matters. The Program Analyst will partner with community organizations in developing and monitoring the Healthy DC program, which includes supporting the coordination, multi-sector recruitment, and facilitation of Advisory Committees and Boards. In addition, the incumbent will participate in wider community outreach efforts, including development and implementation of community surveys, social media strategies, and other virtual and in-person outreach activities. In summary, the Program Analyst will coordinate with internal and external stakeholders (including residents) in the community health improvement process while collecting and analyzing data related to key population health outcome objectives to foster collective action, inform policymaking, and improve population health.
Qualifications And Education
Individuals must possess at least one (1) year of specialized experience equivalent to at least the next lower grade (11) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
Master’s degree in public health or related field is strongly preferred.

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.
