Under the general supervision of the Public Health Region 1 (PHR 1) Program Manager IV for Preparedness and Response (PAR) Section the Public Health Data Analyst:
In collaboration with DSH PHR 1 Programs, e.g., Epidemiology, Zoonosis Control, TB Elimination, Specialized Health & Social Services, and Community Health, performs complex data analysis of epidemiological characteristics and social determinants to improve understanding and response to public health issues in the region, including COVID-19 and other infectious diseases, chronic diseases and factors contributing to social vulnerability.
In coordination with program managers/supervisors identifies datasets for assessment/analysis.
In the absence of existing data, develop data collection and data management tools.
Compiles and queries data.
Performs data quality assurance.
Conducts epidemiological analysis of data using standard statistical tools, methods, and techniques.
Prepares concise, comprehensive technical reports to present and interpret data.
May interact with local public health entities, health providers, social services providers, and other public health partners to identify and collect pertinent data for analysis as available.
May assist with epidemiological case and outbreak investigations in the event there is a surge of cases (COVID-19 or other notifiable condition).
May conduct statistical analysis of notifiable condition disease outbreaks.
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Performs related work as assigned.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety. Must comply with the DSHS Immunization policy.
(25%) Data Collection – Works with DSHS PHR 1 program managers/supervisors/team leads to identify necessary data elements for assessment of identified public health, issues, e.g. COVID-19, other infectious diseases, chronic diseases, and other factors impacting health of the communities in the region. May interact with local public health entities, health care providers, social service providers, and other public health stakeholders to identify, collect and compile pertinent data as applicable. Collects data from existing data sets, from medical record extractions, investigation forms, questionnaire results, etc. As necessary, designs user-friendly data collection tools (forms, questionnaires, etc.) and data management tools (databases, line lists, etc.) for gathering and organizing high quality, usable data.
(25%) Data Management and Analysis –Reviews and prepares, harmonizes and processes data for analysis. Conducts data quality assurance. Performs complex data queries to obtain quality data sets for analysis. Conducts descriptive and analytical epidemiological analysis using standard statistical tools, methods, and techniques (Epi-Info, SPSS, Access, Excel or other pertinent software).
(20%) Prepares comprehensive technical reports and briefings to present and interpret data. Reviews reports and presentations and may oversee the preparation of special and annual reports. Creates and presents data in a variety of formats including charts, graphs, and maps. Prepares written reports related to regional surveillance and epidemiologic activities. Prepares information for publication in newsletters and/or website. Presents epidemiological information in an understandable manner to stakeholders, in writing and orally. Provides regular and timely project updates to program managers.
(10%) Develops processes for data analysis. Develops educational materials and training and operational manuals used in implementing epidemiological data analysis. Trains program staff on processes for collecting, managing, and analyzing data as applicable. Serves as a technical expert and consultant on statistical design, epidemiologic methodology and analysis, interpretation of data, and epidemiologic soundness.
(15%) Participates in public health preparedness/epidemiology projects, planning, activities, meetings, and documentation. Contributes to the development, writing, interpretation, and implementation of public health preparedness/epidemiology guidelines, processes, and plans. Develops and maintains knowledge and skills in public health preparedness/epidemiological investigations. Appropriately documents activities supporting public health preparedness. Participates in public health emergency monitoring and response. May respond to a public health emergency, including a bioterrorism event, disease outbreak/pandemic or other disaster. Assumes an active role in the regional incident command structure during public health emergencies and/or exercises.
(5%) Performs other duties as assigned to include but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery and/or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Registration or Licensure Requirements:
Must possess a valid Class C Texas driver’s license, or equivalent license from another state.
Initial Selection Criteria:
MPH in Epidemiology or Master of Science in healthcare or other related science field and 3 year’s experience conducting high-level epidemiological data analysis Work experience may be substituted for education. Required.
A minimum 1 year’s experience conducting infectious disease investigations. Required
Experience in data management and appropriate application of statistical methods. Required
Experience in using Microsoft Office applications, including Word, Excel, PowerPoint. Required. Experience using MS Access. Preferred.
Experience in using statistical software such as SPSS, Epi-Info, R, SAS. Required
