GENERAL DEFINITION AND CONDITIONS OF WORK:
Serves as Deputy to the County Attorney in providing professional legal representation to County Council, County Administration, elected and appointed County officials and the County Departments in litigation either brought against the County or initiated by the County and other legal matters as assigned; does related work as required.
As deputy to the County Attorney, the attorney works independently and with less supervision than would be required by attorneys with less experience. Work is performed under the general supervision of the County Attorney. The attorney assists the County Attorney in providing legal advice and is responsible for supervising the office in the absence of the County Attorney.
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, standing, walking and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Prepares oral and written opinions on legal matters;
Attends meetings of County Council and other Boards and Commissions when necessary or in the absence of the County Attorney
Prepares and tries court cases, including appeals in state court in which the County or any of its officers and/or employees is officially involved
Represents the County before administrative agencies and tribunals
Reviews and drafts legal documents required for County business
Advises on the purchase, sale, exchange or leasing of properties
Prepares County ordinances and resolutions
Conducts legal research as necessary to provide legal advice
Acts for the County Attorney in his absence
Responsible for handling legal cases of a highly complex nature
Performs related work as assigned
Other duties as may be assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Extensive knowledge of general and governmental law, including knowledge of State and County laws and federal laws and regulations and their relationship to the authority and functions of the County and State; ability to organize, interpret and apply legal principles and knowledge to complex legal problems; ability to establish and maintain effective working relationships with public officials and the general public; good professional judgment; good legal research and writing skills; ability to communicate effectively, orally and in writing; strong organizational, interpersonal skills; team-oriented mindset and strong work ethic; ability to multi-task; and problem solving skills and attention to detail. Proficient in Microsoft Office, Adobe Acrobat and case management software.
EDUCATION AND EXPERIENCE:
Juris Doctorate from an accredited school of law and seven (7) years of experience in the practice of law, preferably with experience in local government, government law or a public agency; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
SPECIAL REQUIREMENTS:
Must be admitted to practice in South Carolina and be in good standing with the SC Bar.
Must have completed all Rule 403 requirements.
Possession of appropriate driver’s license that is valid in the State of South Carolina.
