JOB SUMMARY
This position is located in the District Department of Transportation (DDOT), Operations Administration (OA) within the Maintenance Division (MA). The Maintenance Division maintains the integrity, safety, and condition of transportation infrastructure assets through services provided through three branches: Asset Management Branch—responsible for maintaining streets, sidewalks, alleys, bridges, and tunnels for both federal and local transportation assets and Street and Bridge Maintenance Branch—responsible for performing asphalt, masonry, and crack sealing of streets, alleys, and bridges.
DUTIES AND RESPONSIBILITIES
The Management Analyst for the MA Division will serve as a liaison between DDOT and other District agencies, such as the Office of Contracting and Procurement (OCP), the Office of the Chief Financial Officer (OCFO), and Resource Allocation Division (RAD) in the planning, assessment, and coordination of the Divisions financial Projects, including those initiated in conjunction with other agencies. This will consist of but not be limited to; Coordinating changes with technical experts, RAD, OCP, OCP, other District/Federal agencies, external contractors and consultants, and the private sector to determine and proceed with the most effective approach and methodologies to resolve issues and obtain desired results about several contractual items that will be initiated, maintained and follow the entire procurement and project management lifecycle. This work will use collaborating efforts with the project managers and Division managers for large and complex project assignments. Will consists of organizing, planning, and coordinating a wide variety of tasks associated with cost and funding method considerations. Developing long-range schedules showing the sequence of tasks, target dates, and your responsibility for various activities. Planning work to be accomplished, setting priorities, and preparing schedules for completion of work associated with Calls for Projects, financial project Obligation /DE obligation, Exercising Contract Option years, Contract Solicitation, Contract Life Cycle, Contract Award, Task Order Request, Change Orders Request and modifications, Contract Ceiling Raises, Budget Allocation, Budget Reallocation, Invoicing and Req submittals.
QUALIFICATIONS AND EDUCATION
Specialized Experience: Specialized experience is an experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Examples of specialized experience include but are not limited to 5 years of experience in Ariba/PASS or any Comprehensive Financial System.
Bachelor’s degree in Business Administration is preferred.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening under Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position has been designated as an emergency employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergencies to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, including evenings, nights, weekends, and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
