SUMMARY: The Enlisted Association of the National Guard of the United States (EANGUS) promotes the status, welfare, and professionalism of the men and women of the Army and Air National Guard by supporting legislation that provides adequate staffing, pay, benefits, entitlements, equipment, and installations for the National Guard.
LEGISLATIVE DIRECTOR POSITION SUMMARY: Under the direction of the EANGUS Executive Director, a successful Legislative Director must be involved and conversant with legislative issues pertinent to currently serving and retired EANGUS members. They must have the ability to research legislation and regulations, and to answer inquiries made by members. Additionally, the Legislative Director must have the knowledge, skills, and competencies needed to build and sustain relationships with all stakeholders as well as develop legislative strategies that will enable EANGUS to carry out its mission.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Roles and Responsibilities include but are not limited to:
· Assist Executive Director in formulating strategies to achieve EANGUS legislative goals and objectives.
· Lead advocacy efforts in support of EANGUS’ Legislative priorities and goals.
· Analyze and track pertinent legislative text of all legislation that pertains to the National Guard; bring to the attention of the Executive Director any new legislation.
· Monitor movement of all legislative activities; e.g., committee work, co-sponsorships.
· Attend hearings on relevant issues and review testimony.
· Create, edit, and update annual legislative goals to include updating yearly resolutions, as well as the status of legislative initiatives.
· Draft white papers, and calls to action using advocacy software and once approved communicate information to stakeholders by email and website.
· Respond to inquiries from members and congressional staff; establish and maintain working relationships with key staffers; attend meetings with staff.
· Work with Military Service Organizations (MSO) in order to build new coalitions
· Build and maintain relationships with policy makers, coalition groups, and outside stakeholders to include key NGB staff, Office of the Secretary of Defense for Reserve Affairs, and the Reserve Forces Policy Board.
· Develop briefing materials to help educate policy makers and other stakeholders.
· Draft testimony and statements for the association.
· Attend fundraisers as well as other political activities, meetings and hearings.
· Correspond with association members; research answers to queries.
· Organize, coordinate, and attend meetings with EANGUS Executive Council and EANGUS committees
· Keep up to date on current news affecting the organization
· Write, edit, design and coordinate association magazine articles and other publications (benefits flyers, forms, manuals).
· Manage EANGUS legislative email accounts on multiple electronic platforms.
· Coordinate with Executive Director in planning and executing executive meetings.
· Coordinate with Executive Director and other staff to plan and execute annual legislative events, to include creation of the agenda and program, invitation to guest speakers and award recipients, preparation of materials, and notification to attendees and guests.
· Make presentations and/or assist the Executive Director with presentations for the EANGUS Annual Conference, attend conference meetings and provide input on areas of expertise regarding resolutions and legislation.
· Work with a small team to accomplish all missions of EANGUS, even events that might be outside the legislative scope.
· Be willing to travel on occasion to speak on behalf of EANGUS
· Help build relationships on behalf of EANGUS with legislative offices, members, and other vested partners of EANGUS
· Performs other duties as assigned.
QUALIFICATIONS REQUIRED:
Basic Qualifications:
· Demonstration of a successful legislative background on Capitol Hill and an understanding of state legislative initiatives that have influenced the national guard, and/or other legislative experience is required, five+ years is preferred.
· Exceptional communication skills (both written and verbal)
· Exceptional interpersonal skills; must be able to work with a small team and a diverse selection of state representatives
· Ability to work respectfully with people from all cultural and socioeconomic backgrounds.
· Strong facilitation, presentation, and content delivery skills
· Proven ability to complete tasks independently while being self-motivated
· Knowledge of the mission and activities of EANGUS and the National Guard
· Proficient in using MS Office products
· Ability to travel infrequently (3-5 days per quarter)
· Ability to work non-standard hours to include some weekends
· Ability to regularly walk, sit, stand, speak, hear, and lift 20 pounds.
Technical Qualifications: Applicant must clearly show possession of the experience, knowledge, skills, and ability to perform the duties of this position throughout the application process. Provide details of experience with each of the qualifications below:
· Communication – Demonstrated skill in communication (written and verbal) of an organization’s mission, policies, and legislative priorities to Congress, the media, military and veteran service organizations, Department of Defense agencies, and other interested parties, and building an effective program of ongoing interface with organizational membership.
· Influencing/Negotiating – Persuades others, builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals.
Markets the organization and takes action to engage in growth and continued legislative success of the organization.
· Technical Knowledge – Extensive knowledge of the legislative and administrative processes at the state or national level to include lobbying and grassroots legislative efforts. Knowledge of the mission and activities of United States military and the National Guard of the United States and their relationship with respective military and government departments and agencies, and to the Legislative and Executive branches of the Federal and State government.
· Ability to read, understand, and analyze legislative/administrative materials such as bills, statutes, and regulations is required.
· Program Development – Ability to understand and interpret the broader political environment in order to develop legislative program priorities and strategies. Ability to read and interpret documents such as legislation, statutes, and procedure manuals in the English language.
· Organizational Skills – Solid organizational abilities, including planning, program development and task facilitation.
· Strategic Planning – Proven success in formulating and implementing strategic, organizational, legislative, administrative, financial, performance, or accountability plans for an organization. Proven track record of effective execution and follow up.
· Team Building – Inspires and fosters team commitment, spirit, pride and trust and serves as an innovative team player. Facilitates cooperation with other staff to accomplish goals.
· Problem Solving – Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
