Job Summary

The Quality Improvement Manager is responsible for providing leadership and coordination of Health Share’s quality improvement program, using analytic and reporting tools to identify priorities for improvements aligned with Health Share’s contractual and strategic priorities. This position guides the development of tools, techniques and methods that support achievement of system improvements with stakeholders. This position also supervises data analysts and quality improvement staff, including the CCO’s Quality Metrics program, and leads strategic and tactical analytics efforts to support operations and transformation initiatives in collaboration with Medical Director, Director of Information Services, and Chief Quality Officer.

Essential Responsibilities

Quality Improvement

• Oversee team responsible for analysis and reporting for performance improvement programs aimed at achieving health equity, improving population health and reducing costs.
• Oversee and/or lead key quality deliverables including the CCO’s Transformation Quality Strategy, CCO Incentive Metric program, and Performance Improvement Projects.
• Ensure consistent and effective application of an equity lens in analysis, reporting and improvement aims, consistent with Health Share’s commitment to health equity.
• Organize, prioritize and assign work; monitor status of work in progress and confer with staff to assist with complex/problem situations and provide technical expertise.
• Act as a liaison and advocate with the Oregon Health Authority and Health Share partners for key quality areas.
• Collaborate with operational, finance and key stakeholders to identify and provide leadership for quality improvement and performance improvement initiatives.
• Identify, propose, and implement opportunities for process improvements and develop improvement plans.
• Work with Health Share partners to identify opportunities to maximize performance related to the quality metrics and performance improvement projects.
• Build organizational capacity for data analysis and quality improvement through consultation, training and development.
• Intentionally build and maintain effective relationships to support achievement of desired outcomes.

Analysis and Technical Support

• Advise and collaborate in the development of meaningful outcome measures and data visualization tools related to key strategies and initiatives.
• Support team in development of effective communication to convey project and improvement status using a combination of written, verbal and technical skills.
• In partnership with technical leads, oversee the flow, content and development priorities of Health Share’s analytics and quality improvement tools and roadmap.
• Ensure data is collected and analyzed to provide regular reports on progress; makes recommendations for future program and process improvements based on the data.

• Performs supervisory tasks in collaboration with Human Resources as needed.

Knowledge, Skills and Abilities Required

Knowledge

• Knowledge of quality improvement concepts, principles, practices, tools and analytical methods
• Knowledge and familiarity with health care data sources, including claims, enrollment, demographic (including REAL-D) and provider data

Core Skills and Abilities

• Ability to analyze data effectively and translate it into accurate and meaningful reports and presentations
• Ability to provide effective leadership and management of staff and delegate appropriate activities
• Strong data analysis and technical skills including fluency with Microsoft Office and data analysis and reporting tools (i.e., Tableau, SPSS, SAS, or other statistical software; familiarity with SQL)
• Excellent verbal and written communication skills
• Ability to analyze and solve problems, prioritize and manage multiple tasks
• Ability to effectively lead challenging, large, complex initiatives including cross-functional work with considerable program impact
• Ability to work effectively with diverse internal and external stakeholders

Physical Skills and Abilities

• Ability to see, read, and perform repetitive finger, wrist, elbow, shoulder or neck movement for at least 6-8 hours/day

Education and/or Experience

Required:

• Bachelor’s degree in public health or health care administration related field
• Minimum 5 years’ experience in quality/performance improvement within a clinical or managed care setting
• Minimum 1 year experience in a supervisory or lead position or completion of Health Share’s Aspiring Leader program within the first year in the position; lead roles should include regular assistance to a manager or supervisor in staff hiring, coaching, performance evaluation, and other supervisory tasks
• Minimum 1 year experience with health care data sources (e.g., claims, enrollment, demographics, and/or provider data)
• Experience acting as a technical information resource to peers and/or others within the organization

Preferred:

• Master’s degree (in research, biostatistics, health care administration, or public health)
• 2 years’ experience in a supervisory position
