We have an opening for the position of Lead Maintenance Technician in our Public Works Department/Streets Division. Under direction, leads, oversees, and participates in the more complex and difficult work of staff responsible for performing a variety of skilled, semi-skilled, and unskilled duties in support of the assigned Department’s operations and services including those involved in constructing, repairing, installing, maintaining, landscaping, and cleaning City parks, streets, city facilities, trees, and channel maintenance systems; ensures adherence to safe working practices and procedures; provides training to lower level personnel; and performs a variety of technical tasks relative to assigned areas of responsibility.
This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the departments and staffing levels.
DISTINGUISHING CHARACTERISTICS
This is a journey level class in the Maintenance Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including providing lead supervision to assigned staff, performing the more technical work of the unit, and providing administrative support to the assigned unit. Lead Maintenance Technicians differ from the Maintenance Technician I/II by having greater responsibility, autonomy, and discretion in planning and completing a wide variety of activities. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
General Functions:
Leads, plans, trains, and reviews the work of staff responsible for performing a variety of skilled, semi-skilled, and unskilled duties in support of the assigned Department’s operations and services including those involved in constructing, repairing, installing, maintaining, landscaping, and cleaning City parks, streets, city facilities, trees, and channel maintenance systems; participates in performing the most complex work of the unit including the more complex maintenance assignments as well as administrative support duties.
Trains assigned employees in their areas of work including construction, maintenance, and repair methods, procedures, and techniques.
Supervises the use, care, and operation of maintenance equipment including various heavy and light equipment including loaders, bobcats, dump trucks, lawn mowers, pruners, chain saws, sprayers, edgers, blowers, hedge trimmers, chippers, shredders, power saws and hand tools.
Verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures.
Oversees and participates in the operation of a variety of construction and maintenance equipment and hand and small power tools including loaders, bobcats, dump trucks, lawn mowers, pruners, chain saws, drills, sprayers, edgers, blowers, hedge trimmers, chippers, and shredders; maintains assigned equipment; performs preventive maintenance on equipment.
Drives and operates vehicles and other motorized equipment on City streets and at off-road construction sites; performs maintenance and minor repairs of assigned equipment.
Uses chemicals and other supplies as required.
Inspects and evaluates potential job sites to determine the resources necessary for project completion; estimates time, materials, and equipment required for jobs assigned; requisitions materials as required.
Prepares and maintains records and reports of work performed; uses computer to access information and enter work reports and other data.
Reads, interprets and explains directions, construction sketches and equipment manuals.
Maintains and repairs City buildings and facilities including electrical, plumbing, carpentry, painting, roofing, drywall, masonry or any combination of trades.
Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
Utilizes proper safety precautions related to all work performed.
Performs vacation and temporary relief as necessary.
Performs related work as required.
Parks Maintenance Functions:
Prepares soil for planting and transplanting.
Plants, waters, cultivates, fertilizes, rakes, and cares for lawns and ground with hand tools and light power equipment.
Oversees and participates in chemical application duties; stores, mixes, and sprays herbicides, fungicides, and pesticides; ensures proper application of all materials; performs all duties in compliance with City and mandated health and safety rules and regulations.
Trims shrubs and hedges.
Mows lawns, fields or street medians.
Cleans and maintains rest rooms and park structures.
Assists in installation and repair of irrigation systems, fencing and lighting.
Sets up safety devices for trimming crew and may act as flag person.
Operates a variety of vehicles and equipment such as water trucks, riding lawn mowers, tanker trucks and large trailers.
Installs and repairs lawn sprinkler system, ball field fencing and pool facilities.
Lines out ball fields.
Operates a chipper, chain saw or tractor mower.
Checks chlorine and pH levels and maintains pools.
Street Maintenance Functions:
Patches streets and assists in paving streets and alleys.
Constructs and repairs curbs and gutters by excavating with pneumatic and hand tools, building forms, mixing, placing and finishing concrete.
Places traffic control and warning signs and monitors traffic flow.
Fabricates and installs street and traffic control signs.
Paints street lines, crosswalks, and curbs using spray tank, street striper and brush.
Places preformed plastic pavement markings and applies raised pavement markers.
Cleans, maintains and stores painting equipment.
Cleans storm drains, drainage ditches and culverts.
Operates street sweeper.
Performs tree trimming duties.
Tree Maintenance Functions:
Climbs trees using climbing equipment or works from bucket of an aerial lift truck boom to perform tree maintenance tasks, pruning, limb removal, or line clearing.
Directs the work of the immediate support crew in a safe and effective manner.
Operates all types of tree maintenance equipment such as aerial lift trucks, chainsaws, brush chippers, sprayers, stump grinders, or other tools and equipment.
Keeps records of work performed, including damage to property.
Assists in the training and supervision of lower level staff.
Maintains tree maintenance equipment.
Responds to inquiries from the general public regarding tree maintenance work and explains City tree policies.
Responds to emergency calls outside of normal work hours as required.

Landscape maintenance and construction materials, methods, terminology, and tools including principles used in the application of chemicals.

Principles and practices of customer service.
Effective leadership methods.
Building crafts and facility maintenance (for building maintenance assignment).
Basic carpentry, electrical and plumbing methods, tools, equipment and materials (for building maintenance assignment).

Ability to:
Lead, organize, train, review, and participate in the work of crews performing skilled and semi-skilled construction, repair, maintenance and/or landscape tasks.
Perform more difficult skilled tasks associated with the particular craft(s) required in assigned area.
Maintain and repair a variety of tools and equipment.
Follow oral instructions and read, interpret, follow and explain written instructions, construction sketches, maps, blue prints, and equipment manuals.
Give clear direction to work crews orally and in writing.

Education/Training:
Equivalent to the completion of the twelfth grade. Supplemental specialized training in area of concentration is highly desirable.
Experience:
Three years (full-time equivalent) of increasingly responsible maintenance and repair experience in assigned program area.
License, Certificate or Other Requirements:
Incumbents must possess a valid Class “C” California driver’s license at the time of application. Designated positions require a Class “A” or Class “B” unrestricted commercial driver’s license within six months of employment with the City. A Commercial driver’s license with a tank endorsement is required of some positions.
Certified Tree Worker Certificate (ISA) and Certified Line Clearance certificate is required within twelve months of appointment of some positions. ISA Arborist Certificate is required for some positions.
First Aid and CPR certificates within twelve months of appointment are highly desirable.
Incumbents must be willing to work mandatory overtime when required; may be required to work nights, weekends and holidays as required in emergency situations.
Special Requirements:
Safety regulations prohibit incumbents from wearing contact lenses when working with certain chemicals. Incumbents in positions requiring use of a respirator are prohibited from wearing beards or other facial hair which prevents a proper respirator fit.

SELECTION PROCEDURE
Applications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.
All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment. The City of Escondido participates in E-Verify®.
The Loyalty Oath will be administered to all new employees on their first day of hire. New employees hired into positions that require a driver’s license must provide proof of a valid California Driver’s License of the appropriate class level on their first day of employment.
