Maryland Judiciary Hiring for Manager, Employee Relations and Compliance Job at Annapolis, MD Full Time

Essential Functions:

This position provides management-level human resources staff work with managerial responsibility for all aspects of Employee Relations and Compliance for the Maryland Judiciary Human Resources Division (JHRD). In addition, this position serves as the Americans with Disabilities Act (ADA) Compliance Officer and ADA subject matter expert. Manages a staff of professionals, and manages and performs duties such as, but not limited to: employer/employee relations’ activities; Family Medical Leave Act (FMLA) requests; performance management program; employee assistance program (EAP); state medical director referrals; leave bank program; unemployment insurance matters; worker’s compensation matters; Americans with Disability Act (ADA) matters for employees and public users; JHRD policy development, interpretation and compliance; ensure compliance with all Federal and State employment laws; develop employee relations strategies through organizational development practices. Recommend key performance indicators for Employee Relations and Compliance and implement assessment and metrics for goals and objectives.

Education: Bachelor’s degree from an accredited college or university.

Experience: Four (4) years of professional human resources experience in the area of employer/employee relations and two (2) years supervising or managing staff.

Note: Professional human resources experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

Knowledge, Skills, Abilities:

• Knowledge of current federal and state employment laws and regulations including, but not limited to, Americans with Disabilities Act of 1990; Family Medical Leave Act of 1993; Fair Labor Standards Act; Worker’s Compensation; Occupational Safety and Health Act of 1970; Maryland Unemployment Insurance Law; Title VII of the Civil Rights Act of 1964; Civil rights Act of 1991.
• Knowledge of policies and practices of the Maryland Judiciary.
• Knowledge of human resource information systems.
• Skill in the use of Microsoft Office products – Word, Excel, and Outlook.
• Skill in facilitating / negotiating agreements between individuals and groups, management, and employees, where conflicting interest and viewpoints exist.
• Skill in leading and managing staff.
• Ability to interpret and apply policies, procedures, regulations, and laws.
• Ability to develop, implement, and administer policies and procedures for effective and efficient HR programs and services.
• Ability to independently identify and respond to management issues, concerns, and needs related to employee relations matters.
• Ability to analyze problems, identify resolutions, and exercise good judgment, flexibility, creativity, and sensitivity.
• Ability to apply and demonstrate strong analytical and organizational skills.
• Ability to provide guidance and accurate information to managers, staff, and administrative officials.
• Ability to maintain a harmonious and effective working relationship with supervisors, subordinates, public officials, and the general public.
• Ability to plan, develop, and execute activities and functions in assigned program areas.
• Ability to coordinate work with other Human Resources Offices and external departments and agencies.
• Ability to conduct investigations on employer/employee relations matters.
• Ability to assess risks and exercise sound judgment with respect to plan of action to reduce liability.
• Ability to communicate effectively with peers, supervisors, elected officials, and the public, orally and in writing.
• Ability to establish and maintain effective working relationships with all levels of employees and leaders.
