The New York City Department of Design and Construction (DDC) seeks a Chief Diversity and Industry Relations Officer, reporting to the Executive Deputy Commissioner, and manages the Office of Diversity and Industry Relations, which is comprised of the M/WBE Compliance Unit, the Business Development Unit and the Office of Industry Relations. The selected candidate will have a proven record of success and full responsibility for creating the agency utilization plan and ensuring its implementation to develop metrics and accompanying tools to track and monitor strategy implementation and agency progress; procedures and programs to require and promote compliance with Local Law 1 (M/WBE); and assist in drafting the City’s legislative agenda as it pertains to the laws governing the M/WBE program. The Chief Diversity and Industry Relations Officer will serve as the agency liaison to the Department of Small Business Services, the Mayor’s Office of Contract Services and the Mayor’s Office of M/WBE; serve as a liaison between underrepresented firms and the agency; serve as voting member of the agency Executive Selection Committees tasked with selecting vendors; provide comprehensive guidance and assistance to the agency’s various contracting units and program divisions so that they meet M/WBE goals; and act as a liaison with organizations and/or associations representing M/WBE’s, informing such entities of the agency’s procurement procedures, and advising them of future procurement opportunities. In addition, the selected candidate work with oversight agencies to create policies that will advance the Mayor’s 30% M/WBE utilization goal; serve as a primary point of contact for the business industry and professional organizations; develop processes to assist vendors in tracking and reporting workforce diversity; and develop and implement M/WBE Mentor Program. The Chief Diversity and Industry Relations Officer will provide high level analytical support including conducting research, gathering and compiling data and preparing charts, spreadsheets, PowerPoint presentations, statistical reports and written materials; organize and create presentations and briefing reports for the Commissioner’s Office and other internal or external audiences; oversee special assignments; and represent Agency and Commissioner at industry events and meetings of professional organizations

Minimum Qual Requirements
This is an Exempt title within the Management Class of positions.
Under the executive direction of an agency official, with the widest latitude for independent initiative and judgement, performs duties at a senior executive level in the creation, direction and administration of agency policy initiatives or programs to further a specific city agency goal and will work directly for the official on innovative matters.
This position will be filled by issue experts with specialized programmatic expertise and experience in areas such as newly evolving policy or emerging operations.
Preferred Skills
Candidate should have strong working knowledge of Local Law 1 (M/WBE) and the Rules of the Procurement Policy Board is preferred. Candidate should have excellent written, verbal and organizational skills. Strong Excel and PowerPoint skills.
