Mb Staffing Services seeks a Human Resources Analyst to support our client in Largo, MD. The Human Resources Analyst is responsible for administering all aspects of organization’s human resource policies and functions; including benefits, compensation, and performance management, with primary focus on self-insured health benefit plans and retirement administration.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Analyzes and reviews the preparation of and/or prepares paperwork in accordance with Personnel procedures to fill vacant positions within the Department, ensures timely processing of documents, resulting in Position Requisition Forms (PRFs) being completed and transmitted to OMB within five (5) working days.
Establish relationships with Division staff and tracks personnel related issues.
Tracks paper work to ensure timely processing by Deputy Chief Administrative Officer (DCAO), the Office of Management and Budget (OMB) and the Office of Human Resources Management (OHRM), and ensures supervisor is informed in the event that OMB takes more than ten (10) working days.
Ensures the use of updated procedures through attending regular training and meetings at OHRM. Makes appropriate organizational recommendations based on new procedures where necessary.
Forwards paperwork in a timely manner for review and approval of supervisor and/or Department head through the appropriate chain of command.
Maintains an up-to-date electronic file of information on class specifications, job descriptions and payroll information.
Acts as Divisional contact person for receipt and distribution of health benefits and retirement information during open enrollment season and new employees’ orientation.
Oversees the processing of or processes requests for Leave of Absence and retirement paperwork.
Always ensures that pre-employment physicals and background checks are completed within an appropriate timeframe.
Ensures that all personnel actions are accurately entered into SAP for each designated pay period.
Assists in the training of personnel in the correct manner for processing actions in SAP, Kronos, NEOGOV and other applicable automated systems.
Ensures that personal as well as staff work products meet professional standards, legal requirements, administrative guidelines and other established criteria.
Maintains access in NEOGOV.
Enters requisitions to fill positions and closes out requisitions of positions that are no longer being filled or are being reposted in NEOGOV.
Ensures all PRFs are correctly prepared and processed within proper time frame in accordance with administrative procedures.
Ensures that all hiring packets are processed timely through the ePRB process.
Explains routine and general aspects of the Personnel Law relative to personnel procedures, policies and regulations in order to provide information to employees and supervisors on a variety of personnel issues. Assists in researching and resolving personnel issues.
Provides guidance and information consistent with applicable laws, procedures, and practices by utilizing knowledge of related principles and Personnel Law.
Reviews and revises Confirmation of Counseling memorandums and Written Reprimands.
Counsel employees and supervisors about FMLA rights and responsibilities while maintaining appropriate confidentiality of employee medical information.
Oversee all necessary correspondence, review FMLA medical documentation, request clarification where necessary.
Oversee the tracking and maintenance of all individual FMLA leave claims, documents and determinations to ensure accuracy.
Update FMLA spreadsheet to ensure accurate reporting of employees that have submitted FMLA certifications, been approved by OHRM and soon to expire FMLA certifications.
Communicate as necessary with employees, supervisors and departments to keep stakeholders informed and up to date through FMLA leave application process, period of FMLA leave and return to work.
All related tasks and duties are performed willingly and cooperatively within time frame established for each task.
