Duties and responsibilities will include the following:
1. Serve as HR Business Partner – Brooklyn, in the role of a human resources employment generalist, providing on-site in the NYCHA Brooklyn Property Management Department Borough Office a range of human resources services, subject matter expertise, technical assistance and facilitation to meet the business needs of the client department.
2. Review existing Job Openings in the New York City Automated Personnel System (NYCAPS) and other tracking systems to determine aging of job requisitions; confirm viability of Job Openings that are aged over a target threshold(s); purge Job Openings where it is confirmed that business need no longer exists, where the line unfunded or otherwise non-viable.
3. Run and review Final Action Report (FAR) to identify staff who have vacated their positions; confirm vacancies with development locations property management staff and take action accordingly to timely backfill.
4. Review “NYCHA 015.002, Notification of Vacancy – Property Management” (i.e., “PD-2”) forms submitted by development locations.
5. Ensure timely submission of Job Openings (JOs) and progress through the NYCAPS system approval process, including original JOs, replacement JOs, re-triggered JOs, pushed-back JOs, etc.; troubleshoot the same to timely resolve.
6. Cross reference the FAR with PD-2s received, determine missing PD-2s and reconcile gaps, as appropriate.
7. Review employee headcounts and status as determined by locations in the borough and compare with headcount reports prepared by the Department of Financial Planning and Analysis (DFPA); reconcile and true up and take action other such action as appropriate.
8. Perform position control functions to avoid use of non-viable Position Control Numbers (PCNs), to avoid or resolve double incumbencies on the same budget line.
9. Assist the client department with workforce planning, coordinate with central office HR to facilitate advise on appropriate civil service titles.
10. Ensure that Automated Transfer List System (ATLS) lists are timely reviewed and dispositioned by locations
11. Ensure resumes of candidates are referred to the HR Qualifications Unit for assessment as to meeting minimum qualification requirements assessment of candidates’ resumes prior to commencing the interview process.
12. Assist in assembling the appropriate interview panels/subject matter experts (SMEs) for hiring pools.
13. Coordinate on obtaining SMEs to participate in the civil service exam development process.
14. Perform special projects and related work.

Minimum Qual Requirements
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1″ above.
Preferred Skills
1. Good custom relations skills.
2. Proficiency in MS Office suite, including Excel.
3. Prior human resources experience strongly preferred.
4. Familiarity with NYCAPS eHire automated workflow desired.
5. Prior budgeting and account reconciliation work a plus.
6. Society for Human Resources Management (SHRM) certification desirable.
Additional Information
1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Associate Staff Analyst to be considered.
