The Recruiter will be both PathWays outward face to the recruiting community but also be the primary contact for all candidates through the interviewing process to hire. This individual will build partnership with each program within PathWays, learning the culture and fit of the program to communicate with candidates and recruiting sources. This role owns and manages the recruiting process, building a pipeline of talent, managing phone screens, face to face behavioral based interviewing, offers and reference processes. This role will work with HR leadership to build talent metrics and analytics to identify trends and build ongoing recruiting strategies. This individual will also build partnerships within the communities to promote PathWays as the best place to work.

Essential Job Functions and Responsibilities include, but are not limited to:
Focuses on the candidate engagement throughout the hiring process by:
Creating and maintaining strategic relationships with reliable and consistent recruiting sources. (On-site visits, regular communication, and scheduled recruiting events/job fairs/etc.)
Develop, define, and create a process for implementing and updating behavioral interview guides, aligning them to PathWays core competencies.
Owns the recruiting process and evaluates its effectiveness; making changes/corrections as needed.
Manages the offer process and facilitation of the required pre-hire and new hire paperwork and ensures candidates remain engaged with assistance of HR Generalist.
Manages scheduling applicant phone screenings, interviews with respectable managment, onboarding process and hiring on employee’s first day.
Manages the position control roster within the agency. Accurate and timely updates to all reporting tools to ensure they house accurate data.
Supports department heads in planning their talent pipeline requirements in line with the function or business strategy
Create recruiting strategies to attract and retain a diverse candidate base, places a high priority on the recruitment of Direct Support Professionals.
Stays up to date on recruiting trends in the field of human services industry.
Consult and advise hiring managers to continue to develop job descriptions that align to competencies and current job requirements. Research and provide guidance and support in updating job descriptions.
Able to utilize and leverage HR systems to create and develop a talent pipeline for various roles and skill sets within the agency.
Responsible for the maintenance of the Applicant Tracking System within the HRIS
Knowledgeable of the HRIS and understands functionality of the system (Knowledge with WorkforceGO is preferred but not required)
Ensures all job posting platforms and recruitment platforms are being maintained and refreshed within designated timeframes

Requirements:
Bachelor’s Degree in human resources management, business administration or a related field, preferred
A minimum of 1 years of HR experience required recruitment focus preferred
A combination of education and experience will be considered
Valid driver’s license. Must maintain driver’s license during employment. Must maintain own insurance coverage and, as needed, maintain eligibility under Pathway’s insurance. Must sign a motor vehicle disclosure form prior to employment. Pathways will obtain an MVR report for each employee prior to employment and at least annually thereafter.
Submit an application for criminal clearance from Pennsylvania State Police Central Repository and FBI clearances prior to employment. Employee must also sign a Criminal History Disclosure Statement upon hire. If completed clearances are not received within 30 calendar days, employee will be suspended. If employee resides outside of the Commonwealth or has not been a resident for 5 years prior to hiring, an application for a Department of Aging Federal Bureau of Investigation (FBI) criminal history record must be submitted prior to hiring. If completed FBI Criminal History Record is not received within 90 calendar days, employee will be suspended.
Upon hire submit a health assessment and results of a Mantoux tuberculin skin test.
