JOB TITLE: Payroll Administrator, Comptroller’s Office

SALARY RANGE PER ANNUM: $41,991 – $68,511
HOURS: 8:00a.m. – 5:00p.m., Monday – Friday
JOB SUMMARY:
Under the direction of the Payroll Manager, the Payroll Administrator is responsible for processing payroll for the Board of County Commissioners (the “Board”) Supervisor of Elections and Clerk of the Circuit Court and Comptroller. This position is classified as non-exempt from the overtime provisions of the Fair Labor Standards Act.
ESSENTIAL DUTIES:
Audits and verifies adjustments made by the Human Resources Department (HR) in regard to payroll.
Performs verification of information related to payroll.
Audits submitted time sheets and/or Time submissions via electronic time keeping system.
Wires funds to various agencies, including but not limited to, payroll taxes, garnishments, union dues, deferred compensation, loans at work, flexible spending, health savings accounts, retirement plans and health insurance.
Reconciles biweekly and quarterly taxes.
Reconciles biweekly and monthly FRS accounts.
Reconciles quarterly 941 taxes for review and approval by the Comptroller Division Director.
Runs quarterly state unemployment insurance reports.
Prepares and mails IRS forms W2 on an annual basis.
Calculates payments for employees that are on Workers’ Compensation.
Prepares and posts Journal entries.
Performs vendor maintenance.
Prepares vouchers.
Maintains confidential files.
MINIMUM QUALIFICATIONS:
High School Diploma or High School Equivalency Certificate (G.E.D.).
Two or more years of general accounting/bookkeeping and/or payroll experience.
One year of clerical experience.
Valid Florida Driver’s license.
An equivalent combination of education, training and experience will be considered.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Knowledge of payroll and bookkeeping or duties related to payroll.
Skill in Microsoft Excel.
Ability to work under pressure.
Ability to communicate clearly and effectively, verbally and in writing.
Ability to interact professionally and maintain effective working relationships with officials, fellow employees, Team Leaders, Managers, Directors, County staff and the public.
Ability to pay attention to detail and maintain confidentiality.
Skill in organizing and prioritizing work.
Skill in operation of computer software and hardware sufficient to enter, retrieve and manipulate data.
Ability to analyze data and prepare reports.
Ability to work remotely from home during specified hours (strong, reliable internet connection, familiarity with digital platforms, quiet setting)
Ability to work in a virtual team setting with heavy communication via Microsoft Teams for chatting and Team meetings.
PHYSICAL ACTIVITIES:
Manual dexterity, Talking, Hearing, Repetitive motions.
PHYSICAL REQUIREMENTS:
Sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
VISUAL ACUITY:
The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
The worker is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned.
