DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT
This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The Division of Homeland Security and Emergency Management (DHSEM) is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

About The Work Unit
The Colorado Information Analysis Center (CIAC) serves as the focal point within the state for receiving, analyzing and sharing threat-related information among private sector, local, tribal, and federal partners. The CIAC includes representatives from various departments and partner agencies that analyze threat information with a focus on protecting civil rights, civil liberties and privacy concerns. The CIAC also provides situational awareness and a common operating picture and coordinated information collection, analysis, and dissemination for the Colorado Department of Public Safety (CDPS).
The Watch Center component operates 24/7 and supports CDPS leadership as well as other partners with overall situational awareness and real time information collection, dissemination and analysis during a critical incident affecting Colorado and will be the main point of intake and notification of incidents, and emerging threats for the Department, and petitions for Extreme Risk Protection Orders (ERPO). The goal is to maintain situational awareness of any event or incident—either natural or man-made—that may require a state response or be of interest to state- level leadership. Assigned analysts also provide tactical support for local partners upon request.
Safe2Tell Colorado is a school safety prevention program administered by the Colorado Attorney General’s Office. The tips are received and disseminated to schools and law enforcement by CDPS. Safe2Tell operations are 24/7. Safe2Tell tips are received from across Colorado and sometimes the nation. Tips are received via phone, web, or mobile app and are anonymous. Anonymity of the tipster is protected by statute.
The All Threats Intelligence Unit is responsible for the collection, analysis and dissemination of threat and all hazard information for the purpose of information sharing on criminal activities and terrorism-related threats affecting Colorado. The Center collaborates with private sector, local, tribal and federal partners to support, prevent, and protect Colorado and its citizens.
The Colorado Preventing Targeted Violence (CO-PTV) Program is a multidisciplinary public health approach to targeted violence prevention in the state that works to equip communities with the tools to prevent targeted violence through awareness and education, building trusted partnership, and providing continued support to assist in local prevention efforts. The CO-PTV State Team liaises across disciplines and provides standardized training and events to connect and educate prevention partners and community members. Threat Management Teams (TMTs), at both the regional and local levels, are operational teams that implement multidisciplinary approaches to prevent targeted violence and identify needs within their communities.
The infrastructure protection and cyber-security program promotes greater resiliency of government, non-government, and private-sector facilities, systems, assets, and employees through an array of prevention, protection, mitigation, response and recovery strategies designed to deter, delay, detect and defend against human threats and technological hazards, while reducing the impact of natural hazards. The program also provides a range of technical assistance to enhance their security posture and preparedness against all-hazards. Through the development and maintaining of public-private partnerships and ongoing support of state government agencies, the program aims to expand information sharing opportunities, enhance data collection and threat reporting to produce actionable intelligence, provide training and awareness, and adopt a layered, defense-in-depth strategy to assure the resiliency of Colorado communities and Colorado state government infrastructure. The program actively maintains inventory of critical infrastructure nodes and facilities in the state and maintains a database of this inventory that is utilized by numerous emergency management officials during significant emergency events. Cybersecurity analysts maintain a broad scope of awareness on emerging and evolving cyber threats. The team delivers strategic and operational support for our partners’ cyber prevention, protection, mitigation and response missions. Cyber analysts support cybersecurity focused groups throughout the state in an advisory role.

About The Position
This position serves as an Intelligence Analyst in the Colorado Information Analysis Center and will operate independently in performing the full range of professional tasks. The position accesses and analyzes information gathered from databases and shared by local, state, tribal, federal and private sector partners to develop data and analysis that informs decision makers of the statewide impact of marijuana diversion from legitimate industry. The position will analyze all forms of narcotics and create intelligence products that address a broad spectrum of issues in a clear, concise and logical manner. This analyst position is to establish good working relationships with partners to support this information sharing and analysis process. Thus, the position is expected to attend and participate in relevant meetings to provide technical assistance, situation awareness/information sharing and foster partnerships. This may include giving intelligence briefings, trainings and presentations. The position will also make recommendations regarding the dissemination of intelligence information. This analyst position is to comply with State and Federal laws, regulations, executive orders and directives promulgated by the State of Colorado and the US Department of Homeland Security to achieve the goals and objectives of this state fusion center.
