Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to serves as the Human Resources Deputy Director, planning, directing and supervising the Personnel, Labor Relations, and Benefits for the Department of Public Health. Develops and implements policies impacting the agency’s statewide personnel Human Resources Program. Attends master negotiations on behalf of the agency. Develops and administers a total complement of personnel and labor relations programs and policies for the agency. Serves as advisor to senior management on personnel and labor relations issues. Assures that all agency personnel and labor relations procedures and actions are in compliance with applicable personnel rules and union contracts. Coordinates recruitment efforts for the department. Oversees employee benefits program. Supervises subordinate staff.
Job Responsibilities
1. Serves as the Human Resources Deputy Director.
- Advises the Director, Assistant Director and Chief of Staff on personnel and labor relations matters.
- Plans, directs and supervises the Office of Human Resources.
- Provides management staff across the agency with advice and counsel on all personnel matters to meet the Agency’s needs.
- Responds to inquires from the Director and senior management requiring information and interpretations of the Personnel code, Personnel Rules, Pay Plan, Classification Plan and agency’s policies and directives.
- Oversees and directs the Agency’s position on master contract negotiations.
- Oversees and directs the Agency’s onboarding and offboarding of employees.
Minimum Requirements
- Requires knowledge, skill and mental development equivalent to completion of four years of college.
- Four years of administrative experience in human resources, classification and/or labor relations.
Preferred Qualifications
- Knowledge, skill and mental development equivalent to completion of four years of college with courses in public administration or business administration.
- Experience with personnel matters.
- Experience supervising employees, including experience in hiring, discipline, performance improvement, and performance evaluations.
- Experience with hiring processes.
- Experience with Labor Relations policies.
- Experience with contract negotiations.
- Ability to develop and maintains cooperative working relationships.
Conditions of Employment
- Requires ability to travel statewide.
- Requires possession of a valid driver’s license.
Work Hours: M-F 8:30am-5:00pm
