Position Overview
The Division of Developmental Disabilities is seeking to hire a Human Resources Representative for the Murray Developmental Center located in Centralia, Illinois to perform specialized paraprofessional duties of a highly sensitive, complex and confidential matter within the Human Resource Department. Directs the classification program at the center. Prepares, reviews and processes approved personnel transactions for the center. Serves as a Workers’ Compensation Coordinator, Group Insurance Program Representative, Upward Mobility Coordinator, Family Medical Leave Act Coordinator and facility coordinator for all Leaves of Absence. Collects position information, analyzes and makes recommendations of initial assessment for classifying positions at the center. Travels in the performance of job duties.
Job Responsibilities
Performs specialized professional duties of a highly sensitive, complex, and confidential matter within the Human Resource Department.
Serves as a Workers’ Compensation Coordinator.
Serves as a Family Medical Leave Act (FMLA) Coordinator for the Murray Developmental Center.
Serves as a Group Insurance Program Representative and Upward Mobility Coordinator.
Serves as a facility coordinator for all Leaves of Absence, including but not limited to, Veterans’ Leave, Child Care Leave, Family Responsibility Leave, General Leave, Leave for Elected Office, Educational Leave, Military Reserve Training and Emergency Call Up Leave.
Collects position information, analyzes and makes recommendations of initial assessment for classifying positions at the center.
Interprets and implements all aspects of the Central Management Services (CMS) Transaction & Classification Manuals, Personnel Rules, Pay Plan and Department of Human Services (DHS) policies and procedures.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires knowledge, skill and mental development equivalent to completion of four years of college and one year of professional experience, preferably in human resources or satisfactory completion of an approved training program.
Preferred Qualifications
Three (3) years of professional experience working with Personnel Code, Personnel Rules, Pay Plan, and respective collective bargaining agreements or similar rules and regulations for a public or private organization.
Three (3) years of professional experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.
Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
Two (2) years of professional experience coordinating and processing Worker’s Compensation documentation for a public or private organization.
Two (2) years of professional experience working with Family Medical Leave Act (FMLA), group insurance and Leaves of Absence (LOA) for a public or private organization.
Three (3) years of professional experience communicating in oral and written form with both internal and external stakeholders for a public or private organization.
Two (2) years of basic proficiency in Microsoft Outlook and Excel.

Requires ability to travel.
Requires ability to pass the IDHS background check.
Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
Requires ability to meet all agency vaccine/health-related policies and guidance.
