Knowledge, Skills, and Abilities
Minimum Qualifications
1. Requires knowledge, skill and mental development equivalent to completion of four years of college and one year of professional experience, preferably in human resources or satisfactory completion of an approved training program.
Preferred Qualifications
1. Prefer working knowledge of Illinois state government.
2. Prefer ability to use computer systems, software, templates or other guides.
3. Prefer ability to instruct, guide and train others.
4. Prefer ability to maintain files and clerical records and prepare reports.
5. Prefer ability to keyboard accurately at a working rate of speed.
6. Prefer ability to deal with the general public and office employees in a courteous and effective manner and often under strenuous conditions.
Conditions of Employment
1. Successful completion of a background investigation.
2. Requires ability to plan and supervise the work of subprofessional staff.

Position Marketing Statement
The Illinois Department of Transportation is seeking to hire a Human Resources Representative. Under the direction of the Personnel Officer, this position provides and performs a wide variety of highly sensitive and confidential duties dealing with personnel activities on a continual basis. In the absence of the Personnel Officer, assists in supervising the essential day-to-day personnel activities for the district. Reporting to this position is the Human Resources Associate. S/He assigns and evaluates staff work, prepares and signs performance evaluations; promotes good work performance; approves time off; effectively recommends/imposes disciplinary action, and adjusts grievances at the first level.
