Job Summary
The Department of Natural Resources (DNR) provides outdoor recreation activities and manages Minnesota’s natural resources to create economic opportunity and a sustainable quality of life. We are driven to find talented, innovative employees to help us carry out this mission.
This posting will be used to fill multiple Human Resources Technicians to work on our Transactions team.
The Transactions Technician position provides technical personnel support to the human resources staff, department managers, supervisors, and employees to ensure that human resources functions are accurately and professionally completed within State and Federal regulations, state policy, administrative procedure, and collective bargaining agreements/salary plans.
In this position, you handle confidential and sensitive information and job duties are performed with a high level of accuracy and attention to detail.
Responsibilities include:
- Process personnel transactions in the State’s personnel/payroll system (SEMA4).
- Serve as a Designated Department Insurance Representative (DDIR), providing benefits information to employees.
- Serve as a Retirement Coordinator, working through the retirement process with employees.
- Perform general administrative activities.
- Provide support and assistance to staff and customers on personnel issues.
- Advise managers, supervisors, and employees on various human resources inquiries.
QualificationsMinimum Qualifications
- Experience following confidentiality guidelines and handling sensitive information.
- Ability to maintain attention to detail while experiencing frequent interruptions.
- Ability to identify and address multiple duties, work under pressure, and be flexible with changing priorities.
- Adaptability and problem-solving skills sufficient to perform job duties effectively.
- Ability to understand and apply state and federal employment laws, Minnesota Statutes, personnel rules and regulations, policies, procedures, and State of Minnesota bargaining unit agreements and plans.
- Ability to communicate effectively, both orally and in writing, sufficient to answer questions and present employees and management staff with clear and concise explanations of HR policies, procedures, and bargaining unit agreements and plans.
- Ability and desire to work cooperatively with others as team.
- Ability to establish and maintain effective working relationships with other staff, managers, supervisors, and external sources.
Preferred Qualifications
- One (1) year of comparable paraprofessional, clerical, or technical experience performing a variety of administrative program support functions.
- Experience processing employee transactions (hires, separations, data changes etc.) in SEMA4, or equivalent human resources system.
- Experience working in a large and complex organization.
- Ability to identify the information needed to clarify a situation and seek the information from appropriate sources.
- Knowledge of spreadsheet, database, and word processing software applications sufficient to independently manage documents, files, and spreadsheets.
- Knowledge of the Minnesota Data Practices Act.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
