The Land Records Technician is responsible for the maintenance of property tax records in relations to the taxpayer of record, transfers of land, and splits of land. Additional responsibilities include assisting in the collections of taxes and receipting funds into the county’s financial system. This position leads processing document transfers for Auditor/Treasurer’s Office such as deeds and mortgages, as well as administers the forfeited land process.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Updates and maintains name/address, legal descriptions, parcel maintenance, parcel history, name associations, parcel associations, splits and new plats for property taxes in the property tax system in the computer, as received from various departments.
Identifies legal descriptions, verifies payment of taxes, collects taxes, registers mortgages, miscellaneous receipts, transfers deeds, eCRV process, eRecorded documents, researches ownership to ensure accurate records.
Manages forfeited land sale process to include mailing various legal notices and preparation of various legal documents for recording and publication.
Administers mobile home
Provides general or technical information in response to oral and written inquiries for the general public, county, state or federal agencies.
Performs various clerical tasks relating to data base mailings, filing and general correspondence.
Records incoming receipts in the cash register system to include balancing and updating journals as required and collects credit card payments.
Creates name, address, legal lists, mailing labels via the property tax computer, upon public request.
Manages prepaid taxes process and the application of taxes to the tax bill. Revises and mail adjusted tax statements and calculators and prepares refunds for overpayments
Issues auctioneer, liquor, tobacco and transient merchant licenses.
Participates in required continuing education and training sessions on elections, applicable law and regulation changes, computer skills and other position related matters.
Performs other work-related duties as required.

PHYSICAL JOB REQUIREMENTS AND WORKING CONDITIONS
The position has good working conditions in general, but it is a diversified job requiring sustained mental effort related to public contact, organizational issues, and technical areas.
The individual may encounter moderate emotional strain or tension. There is sustained exposure to sitting and standing. There is continuous exposure to computer keyboard data entry and video screens and moderate exposure to lifting up to 40 pounds.
