Job Summary
Under general direction, supports the daily operation of the Human Resources department by administering OESC claims, creating and editing job descriptions, evaluating jobs, creating, and editing HR policies and keeping the Tulsa County handbook current.
Job Description
ESSENTIAL JOB FUNCTIONS
-
Creating and editing Tulsa County job descriptions and updating the inside.tulsacounty.org with current job descriptions.
- Evaluating jobs that need updating and working with managers to keep job descriptions up to date.
- Assisting HR Analyst with compensation tasks and working to edit jobs or compensation ranges as needed.
- Tulsa County contact for OESC claims and responses. Work with managers to response to OESC claims.
- Contact employees for OESC fraud claims to assist with communication regarding fraud.
- Coordinate OESC hearings with HR Director or designee, with preparation and coordination of notification to hiring manager or Division Director.
- Coordinate monthly policy review committee to schedule meetings, book rooms and coordinate communication to committee.
- Assist with policy updates or new writing new policies with technical writer and keep a log of policies to be updated.
- Assist with tracking updates to the Tulsa County Handbook and work with technical writer to update the employee handbook.
- Keep a log of contracts that need to be updated and work with HR Coordinator to keep all HR department contract up to date and send for updating or renewal.
- Back up for Workday questions regarding compensation or job details.
- Assist with Human Resources department communication to managers as needed.
- Assist managers and be a resource to assist managers with the Tulsa County evaluation documents.
- Serve as a backup for all other areas of Human Resources answering phones and working on HR projects.
- Perform other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Skill in:
- Verbal and written communication
- Presenting benefits information to employees
- Effective time management with a proven ability to prioritize and meet deadlines
- Interviewing techniques
- Proficiency in MS Office Suite, Applicant Tracking Systems, and HRIS systems (Workday experience preferred).
Knowledge of:
- Oklahoma Employment Security Commission, OESC rules and procedures
- Experience writing job descriptions and recommending compensation plans
- Experience writing policies, good writing skills, and knowledge or correct grammar and employment related laws and regulations, benefits administration, and HR best practices

SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities.
EDUCATION AND/OR EXPERIENCE
Graduation from an accredited college or university, with a Bachelor’s Degree in Human Resources, Business or Public Administration, or other related field; and at least three years of satisfactory, full time paid employment in Human Resources, Business Administration, or related work; or a combination of education and experience substituting one year of the required education with one additional year of experience could be considered.
CERTIFICATES, LICENSES, REGISTRATIONS
SHRM, PHR, OR CCP certification preferred.
