SUMMARY
Provides hands-on leadership to the HR department and agency. Works with AVP of HR to oversee the development and implementation of policies and procedures, programs and services related to all functional areas of HR. Responsible for oversight and management of compensation and benefits, regulatory compliance, and processes for the agency. Manages the Agency’s compensation and benefits programs, performs complex Compensation, Benefits, and employee relations matters in accordance with Agency policies, procedures, and compliance regulations. Direct supervision of the HR Recruiter and HR Coordinator.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Work with the AVP of HR to develop and continually assess and revise Agency compensation and Benefits strategy. Provide assistance with organizing and evaluating of agency’s HR functions and practices.
Direct, administer, and evaluate Benefits programs to include structure creation, practices. enrollment, analysis, employee satisfaction, equity, cost-effectiveness, need, and consistency. Serve as the primary contact with providers including health, dental, group life, long-term disability, worker’s compensation, EAP, unemployment, and the agency’s 401(k) Retirement Plan. Implement new and renewed benefit structures and programs; arrange and conduct manager/employee information presentations and open enrollments.

EDUCATION and/or EXPERIENCE
Required: Bachelors degree in business, Human Resources, or a related field. Minimum of 5 years progressively responsible human resources and benefits management experience, knowledge of human resource systems, electronic spreadsheets, and quality improvement processes. Knowledge of general benefits and HR laws, FMLA, ACA, ADA, and ERISA. Excellent interpersonal skills. Good oral and written communications skills. Ability to understand and effectively use computers and other office equipment.
Preferred: Master’s degree in business, Human Resources or a related field, however, direct HR experience may substitute for education. PHR or SPHR certification preferred.
